A Proclamation By the Governor
The North Carolina State Guard came into exis
tence under an Act of the General Assembly of 1941.
The creation of this important military agency of the
home front was made necessary by the fact that every
unit of the National Guard in North Carolina was
mustered into Federal service and called into active
training by the Federal Government in the early fall
of 1940, as a part of the national program for prepa
ration against impending war.
Shortly following the legislative act of 1941, 40
units of the State Guard were set up, each with an
authorized enlisted personnel of fifty men per unit,
all under direct command of the Adjutant General of
the State. These units of the State Guard, strategi
cally located throughout the state, have been kept in
a constant state of training and readiness, and have
constituted an assuring protection during these criti
cal days when the National Guard has been entirely
removed from the state and problems of an emergen
cy nature have been on the increase.
Too much credit cannot be given to the officers
and enlisted men of the North Carolina State Guard.
In a number of instances where critical situatidns have
arisen they have rendered prompt emd effectual serv
ice; in many other instances they have been on the
alert and ready for any call upon the shortest notice.
The men have trained hawd and have kept themselves
in a condition of military fitness and readiness to
serve their state.
Owing to the fact that a large number of men
from the various imits have enlisted in the military
service during recent months, it has become neces
sary for the various units of the State Guard to put on
a special recruiting program so as to bring their mem
bership up to the total necessary for efficient work.
The week of March 27th has been set aside as a
special week for this purpose, and ail civic agencies
of the state have been requested to cooperate in this
endeavor.
NOW, THEREFORE. I, J. MELVILLE BROUGH
TON, Governor of the State of North Carolina, and
Commander-in-Chief of the North Carolina SItate
Guard, do hereby proclaim the week beginning Mon
day, March 27th, 1944, as NORTH CAROLINA
STATE GUARD WEEK, and do hereby call upon
the people of the state to give wholehearted coopera
tion toward the purpose! and objectives of this special
week; and 1 do call upon the civic organizations of the
state to fea'ture the work of the State Guard in their
programs; and I do call upon the mayors of the muni
cipalities of the state to issue proclamations setting
apart this week for such purposes; and I do urge
that employes of the state give encouragement to
those in their employment to join these m-ganizations,
which sn-e all important for the preservation of life
and property within our state; and do call upon labor
fin the state, organized and unorganized, to give full
coopm’ation to the end that all units of the State
Guard may be recruited to full membership.
IN WITNESS WHEREOF, I have hereunto set
my hand and caused the Great Seal of the State of

“State Guard Week” Proclaimed

Under the act of 1941 our local State Guard was
organized and has maintained an assuring protec
tion for the home front during these critical days. Be
cause of the man power shortage and that a number
of men have enlisted, it is necessary to put on a
special recruiting program to bring the local unit up
to the total requirement for efficient and prompt
work. The week of March 27th has been set aside as
a special week for this purpose by our Governor.
NOW, THEREFORE, I, R. T. McNiel, Mayor of
the Town of North Wilkesboro, do hereby proclaim
and designate the week beginning March 27th, 1944,
as North Carolina State Guard Week, and do hereby
call upon our citizenship to give wholehearted sup
port tmd cooperation toward the aims and purposes
of this special week; and 1 most respectfully request
our civic orgcmizations to include the work of the
State Guarrln their programs, and I adjure the in
dustries of our community to urge and encourage
their employes to join our organization, and commend
it to the citizenship of our coimty in general, and re
quest all to give full allegiance and loyalty to the end
that our local State Guard Unit may be recruited to
full membership.

STATE GUARD PASSES IN REVIEW AT ARMY POST

Governor J. Melville Broughton, is this file of North Carolina State Guardsmen led by
the State Guard band during last July’s 10-day encampment at the huge training post.
The State Guard, will return to Fort Bragg again this July for another training period.
