Deane Urges New Survey Far East Washington. ? Representative C. B. Deane of North Carolina, back in the capital after a 40 day, 30,761-mile airplane trip to the Far East, said that the United States is the victim of "poor planning," particularly by 1U military authorities, in that part of the world. He proposed that President Trnman establish a board of aa thorities?sotitewhat comparable to the Hoover commission on re organization on the executive branch of the Federal Govern ment?to survey the situation and work out over-all programs for both economic and military development or the Far East. "We are not placing enough emphasis on that part of the world," he told reporters. "Rus sia is gaining control of China through the Chinese Commun ists, and we must take steps to prevent the spread of commun ism to other parts of the Far East." In Special Plane Deane was one oP five House members who traveled in a spe cial Government C-54 to the Far Pacific to study U. S. expendi tures and programs. He said that military leaders appeared largely to blame for in efficient and wasteful disposal of millions of dollars worth of war goods sent to Pacific bases in an ticipation of an invasion of Ja pan. "I am sure that a lot of this material, such as heavy machin ery, could have been returned to the U. S. ajid used to advant age," Deane said. He said that he had not heard whether military leaders had made recommendations to Con gress against provisions of War Surplus Property Disposal Acts which specified that most of the goods and materials shipped to the Pacific should not be return ed to this country. Asked about the Cedric Worth anti-B>-36" navy document with which Deane had been associat ed before his departure, Deane said that the incident is closed so far as he is concerned. When a reporter noted that one witness had told the House Armed Services Committee that Deane told him the document had been requested by Jonathan Daniels, editor of the Raleigh News and Observer and North Carolina Democratic national committeeman, Deane replied: "Mr. Daniels did not ask for any memorandum, and I did not tell any one that he had. I sug gested the memorandum for my information only. And I showed it to other members of the House only after consulting with Speak er Sam Rayburn about it."
