If the Governor and Treasurer will
now order the suspension of the coleetion
of the Special Railroad Tax until its con
stitutionality ia decided, they will relieve
the people of a heavy bin den and deserve
the thanks of all true North Carolinians
who earnestly desire to maintain the cred
it f the State and increase the value of
her Bonds. " e srr decidedly in favor
complying with all the lawful and consti
tutional obligations of the State, bnt are
unwilling to approve and endorse illegal
schemes of any aort, no in it r who is to
be bene6tted by them. Wo know thst
certain Roads are entitled to the Bonds
appropriated, because the State was al
ready inti rested by prcvi us legislation,

io the plain words of the State constitu
tion. We hem- many reports abent the opera
tions of the ''ring" at Ralegii and else,
where, and hope at some future day to
get such reliable information (with pei
mission to use it) as will justify sain
making s revelation that will astonish the
honest people of the State.

A gentleman who has just travelled
through Mississippi, Alabama and Au
gusta, Ga. , to this place, states that cot
ton on the flat lands before he reached the
bill country had suffered very much from
the otreme and long continued drought
and the cold weather which reached those

country, after reaching Huntsville, Ala.,
the cotton looked very much better than
it did on the bottom land. Accounts
from all quarters indicate that the cotton
has suffered somewhat in all parts ot ins
country, the effect of which will be, if a

rather short crop, and consequently high
prices, and half s crop will bring near
ly as raucu money as a very large crop
with the low prices that woul come with
a surplus. Present reports are that cotton
is not injured ao much in this vicinity as

All of the abore is put in the drawing at
tlie regular cash selling prices and will be dis
posed of by a regular mode of Drawing, and in
order to accomplish this, the Co'npany will sell
73 347 t;i ki ts at $2 each ; for fuither informa
tion rea l section 10 and 11 of the By-Laws of
the Company :

Sec. 10. The plan of drawing shall be as
follows: then; shall be two wheels, one a prise
wheel and one a number wheel, arranged in
soils public place in the city, where any one
holding a ticket may be present ou the day of
drawing. In the number wheel there shall be
as many tickets corresponding in number as
those which hare been sold. In the prise
'wheel there shall be as many tickets as there
ra prizes, these tickets shall be deposited in
thS; wheels by a board ol supervisors, wboshall
bt appointed by the Directors, after which lbs
wheel shall be sealed up anrj placed in any
bank in' the city, the Directors may direct, un
til the lime ol drawing, when the Supervisors
shall bring the wheels to the place of drawing;
break the seals and the drawing shall be dis
posed of by taking a ticket from each wheel,
at the same tune and the prise ticket taken
from the prize wheel shall designate the prise
drawn by the ticket corresponding in number
to the one taken from the number wheel at ths
-ame tune. The wheel shall be well shaken
after each ticket is drawn.
Se. 11. The Directors shall designate ths
tiriif aud place ol drawing, at which time and
place the supervisors shall be required to be
pre.-cnt and see that the drawing is conducted
entirely equitable.
A Board of Supervisors will be appointed
who will have exclusive cootrol amt- manage
ment ol the drawing. They will conduct the
distribution and see that each person is legally
invested with the property he may draw. A.
duplicate registry of the tickets sold will be
kept , so, that, in the event of loss of ticker,
the accident may be remedied and no mistake
can occur. i.
Tlie Drawing will take place in TUCKER
HALL, in the city of Raleigh, immediately af
ter sale of tickets, of which due notice will be
gisen.
The company is working under the provi
sions of a special charter granted by the Gen
eral Assembly of North Carolina, which com
pels the company to comply faithfully with all
contracts.
Copies can be had on application to the com
pany.
All the above mentioned property will cer
tainly be disposed of as above stated, and thoss
lrawmg it will be invested with the title in feo
simple.
No member of the company is allowed to
purchase any tickets. J
All moneys sunt by mail, at the owner's risk:
that sent by Express, Kegistered Letters.
Checks or Drafts, at the risk of the company.
No property will be listed unless the title is
indisputable.
The Treasurer has been required to give s
bond of five thousand dollars for the lailhful
performance of his duties. He is required to
deposit, daily, in (he bank, all monies rttueived
where it will remain until all the tickets nro
sold and all the property will be positively
drawn and delivered to the parlies drawing, or
the iiioiity returned. Send two dollar hy
pre-?, post office order, registered letter, or
draft, at ,onr risk, or by mail at your own, and
take a" chance at the 3,000 valuable prizes of
