Gen. Harrison has been pronounced by
one well qualified to judge, to be both
"physically and intellectually" incompe

surplus revenue to this object, so near his
heart. I he South and South-west will he
called on to contrdjute this revenue, net
necessary to any legitimate object of the
Government, but to the. purchase and
emancipation of thrir own slave-; and
those who own no slaves are to be taxed
to aid this great scheme of emancipation.
The number of slaves i:i the U. States
exceed three millions which, at a moder
ate average, would be valued at twelve
hundred millions oj 'dollars. Thi would
not only exhaust the public lands the
surplus revenue but would r; quire a di

more likely call for th;-; Tile of the log cab

Van Huron answers that Congress has no
such power and 'the consent of the
States" cannot add any p.v.ver whieh Con
gress does not already possess under the
Constitution. To the question--' V onld

for the emancipation of their slaves"
JUr. Van liuren answers "I unhesita

1 never would give my sanction to such a
measure
In the same letter, he further adds If
State consent could confer power, when
the want of it. otherwise be so manifest
might it not lead to attempts by the
Federal Government to accomplish the
came object, without either the ceusent of
the slave holder or indemnity for his losr.?"'
That such would be the consequence none
can question, who will loM; around and see
what is passing on this momentous subject
The supporters of Gen. Harrissoa, to a
man, from the non-s-iaveholding Sta;cs,
have voted in Congre-s against the resolu

peal of those resolutions. This will be

District of Columbia, iuxt. Then the
interdiction of carrying slues from one

be universal emancipation. This i no
chimera, intended Io alarm, but a reasonable
calculation, which ihe feeii.t, and conduct
of the Abolitionists fully justifies. The
bold and impudent res .lotions of the
'World's Convention," in London, declar
