Communication There has hardly every been a more popular and dedicated county public officer than Paul Toney, Dog Warden in charge of Polk and Rutherford County Animal Shelter. He cares about animals, he cares about efficien cy and honesty, and is doing a fine job under difficult circum stances. He is responsible for the humane treatment and disposal of thousands of neglected and abused animals brought into the Rutherford County based facili ties every few weeks. We also appreciate that the County Commissioners and County Manager realize and agree with Mr. Toney that establishing a spay clinic is of first importance in humane animal control. The Black Hawk Stalls, a small local animal shelter in Polk County, has managed to rescue, feed, worm and spay dozens of stray dogs The personnel of this shelter are conscientious and compassionate in caring for more than fifty (50) animals. This local facility relies on donations which may be sent to: The Black Hawk Stalls. P. 0. Box 215. Tryon. N. C. 28782 Funds are needed now as this shelter operates on a "shoe string”, and a rather frayed one at that. So. we thank you for ever how much you are able to give. We wish to recommend the following proposals: 1. That all animal owners be required to put collar and tag on their pets with its name, address and phone number. Many beloved pets could thereby be returned to their owners. It is our understanding that Asheville is investigating methods of produc ing such tags at a nominal cost- to the public. 2. That all dogs and cats in Polk County be licensed and that revenues thus accured be used for necessary euthanasia by a qualified veterinarian, plus the establishment of a spraying program with, as Mr. Toney suggested, a method of carrying part of the cost of spaying for those in low income status. 3. That a tax be levied on all unspayed female dogs and cats Some of our Polk County taxpayers who allow their animals to go unspayed and unfed cost the rest of us a great deal of money trying to remedy irresponsible breeding and neg lect. C. on Monday, May 5 from 10:00 A.M. to 1:00 P.M. for the purpose of reviewing the assessment of property for taxation for 1930. The second and final meeting will be held Wednesday, May 7 from 10:00 A.M. to 1:00 P.M. The Board will adjourn at 1:00 P.M.
