In the city of Winston-Salem 7,700 persons were out of work in September as compared to 3,420 in September of last year. Mrs. Carr said however, that there had been a slight decline in unemployment from the first quarter of this year. Mrs. Carr Indicated that theworst part of the recession is over and that "things have bottomed out." She stated that there is usually a decline in unemployment during the fourth quarter because of holiday spending.
