It has been determined that such request for
release of funds will not constitute an action
significantly affecting the quality of the human
environment aid, accordingly, the above-named City
has decided not to prepare an Environmental Impace
Statement under the National Environmental Policy
Act of 1969 (PL 91-190).
The reasons for such decision not to prepare such
Statement are as follows:
(1) The project is lilmited to rehabilitation of
residential property through a combination of low
interest loans and new homeowner grant incentives,
and minor public improvements.
(2) The project will not affect any National Register
properties that have been determined to be eligible
for the register, while it may promote preservation of
neighborhood houses of architectural or historic note
yet to be documented.
(3) The proposed activities neither meet nor surpass
the environmental thresholds set by HUD or the City
of Winston-Salem.
An Environmental Review Record respecting the
within project has been made by the above-named
City which documents the environmental review of
the project and more fully sets forth reasons why
such Statement is not required. This Environmental
kReview Record is on file at City Hall, 1(X) Main
Street, Winston-Salem, North Carolina, and is
available for public examination and copying, upon
request, at Room 19, between the hours of 8 a.m.
and 5 p.m.
No further environmental review of such project is
proposed to be conducted prior to the request for
release of Federal funds.
All interested agencies, groups and persons
disagreeing with the decision are Invited to submit
written comments for consideration by the City to
the office of the undersigned. Such written
comments should be received at the address
specified on or before October 9, 1978. All such
