is down, ruled the U.S. Supreme Court last week.
In-a 6-3 vote, the court ruled that the Memphis Fire
Department wrongly insulated blacks from layoffs and
demotions during an economic crisis the city faced in
1981.
Special preferences to make up for past discrimination
can only be given when a person can prove he was a victim
of bias, said the court, and not to a class of people
such as blacks in an employer's workforce.
Government lawyers had urged the court to limit the
scope of a civil rights law banning on-the-job bias based
~ on sex or race when nondiscriminatory seniority systems
are involved. The ruling is considered a major defeat for
civil rights and feminist organizations.

CHARLOTTE ? Julius Chambers, the noted civil
rights attorney who helped desegregate the Mecklenburg
County school system in the 1970s, will become the
fourth man to head the NAACP Legal Defense & Educa
tional Fund.
Chambers will take the helm of the financiallytroubled
organization July 1.
The fund, which raises most of its operating budget
from court awards and foundation grants, is operating at
a $1 million-dollar deficit and is involved in a court battle

WASHINGTON - A federal court ruled recently that
the Federal Communications Commission can legally
consider the race of an applicant for a broadcast license.
The ruling was designed to help alleviate the "extreme
underrepresentation" of blacks and other minorities in
the broadcasting industry, said the U.S. Court of Appeals
for the District of Columbia.
The court's ruling upheld a commission decision that
awarded a license to a black applicant with similar

addition, says Dr. Gregory Khoury, a psychiatry residen
at Duke* University Medical Center.

drug, and can cause physical dependency. Some commor
symptoms of caffeine addiction include insomnia, anxie
ty, irritability, depression, headaches, weight loss, facia
flushing and chilliness, rapid heart beat and psychosis.
Caffeine addicts can suffer withdrawal symptoms sucl
as headaches, fatigue and depression when they g<
without drinking substances containing the drug.

A: There's no real need to change back to your old tires,

; snow tires, Shaw says, with the relatively small amount of

no appreciable difference between the two. However,

above the pavement. I think it's dangerous because
everybody is trying to dodge them, and hitting one almost
assures that your car will be knocked out'of alignment.
