State House Rep. Margaret Tennille said the general assembly voted to increase the number of judgeships because of a steady increase in the number of district court cases. The Roundtable, a group of black community leaders, recommended Davida Martin, Richard Archia and Mickey Andrews for the post. Both Martin and Archia are black. Andrews, who ran for District Court judge in the May primary, is white. The Roundtable did not not recommend Hayes, Tatum said, because he did not show up at a Roundtable meeting to be interviewed by the group's members before they voted on the recommendations. The Roundtable made its appointments based on interviews with potential candidates and after a majority vote from its membership. Warren Sparrow and B.R. Browder, the top three vote-getters. Sparrow and Browder are white. Browder ran for District Court judge in 1980 against V. Jean Burkins, a black, female assistant district attorney. He was beaten by her in the primary and in the runoff. James Armentrout, president of the Forsyth County Bar Association, said Hayes was chosen because the majority of the bar's members endorsed him and not because he is perceived as a "safe ' black." "I don't have that perspective (about him)," Armentrout said. "Folk know Roland and feel he has a very good legal mind and (is) someone who makes good judgments. I think he will make a good judge and a lot of folk believe that."
