Michigan state legislature, the
terms of a city income tax increase
were approved and a
referendum in which Detroit's
voters would decide whether
or not to increase their city tax
income was scheduled to take
place on June 23rd.

tax increase, the majority of
white voters were opposed.
The techniques used by Young
and the "budget crisis" committee
to successfully increase
black voter turnout are
documented in an excellent
study, "Mobilizing the Black
Community," published by
the Joint Center for Political
Studies.
The problems faced by
organizers were formidable,
according to the study, which
was written by Paul Carton, as
political researcher. Only a
few weeks b efore the June
23rd referendum, black voter
turnout in Detroit for a
statewide property tax referendum
had been an anemic 20.6
percent. White voter turnout

nout by almost 11 percentage
points.
Carton, a political consultant
with the Boston firm of
Martila and Kiley, found that
the face-to-face appeals by
volunteers and community
leaders in Detroit's black

Detroit's black voters turned
out to vote overwhelmingly in
favor of increasing the city income

was 17.7 percentage points
higher than the black turnout
in the May property tax ~
referendum.
Politicians campaigning in
the black community will find
Carton's discussion very
useful in making the nuts-andbolts
decisions of political
organizing. The study is particularly
relevant during an
election year in which the
potential power of a mobilized
black electorate is becoming
incresingly evident.
