Some of the key topics discussed by the black

Michigan, Ohio, Illinois, Indiana and Maryland.
for black Africans
The call of sanctuary for South Africans is believed
to be the first of its kind by a church group, say
church officials. Previously, most sanctuary efforts
were extended to Central American refugees.
"The repressive actions of the apartheid government
of South Africa have been well documented,"
said the Rev. Charles E. Cobb, executive director of
the church's national agency. "Any political
refugee involuntarily returned to South Africa faces
imprisonment and death."

Withholding taxes:
By DAVID R. RANKIN
Chronicle Staff Writer
Q:/ don't agree about how the U.S. Government
spends some of my tax money. Spending money on
Hghting in Central America and things like that
make me mad. Can I withhold some of my taxes
next year as a protest to the government about its
spending practices?
A: No. According to Lee Monks, assistant
district director for the IRS* people often complain
about how their tax money is spent.
4'Generally, these taxpayers protest their tax
money being spent on the defense budget, more
specifically for weapons,*' says Monks. "Willfully
holding back all or any portion of a tax payment is
illegal."
The IRS says the payment of income taxes is a
legal rather than a moral obligation.
Monks says the best way to protest how tax
money is spent is to write your congressman.
Sunglass Shopping
Q: I've seen a lot of people wearing the "Blues
Brothers " type of sunglasses. They have really dark
lenses. Does the darkness of the lens hurt your eyes?
A: According to the National Society to Prevent
Blindness, the best tints to wear as far as lens
darkness goes are "smoke" or neutral gray.
As for the safety factor, as long as the sunglasses
protect your eyes without distorting colors, the

Renters' Rights ~ =
Q: / rent an apartment. Can you tell me some of
my rights as a tenant?
A: According to the North Carolina Bar Associa
uon, as long as you fulfill the legal duties and requirements
of your rental agreement, you have exclusive
possession of the property you rent or lease
for the term of the rental agreement. However, if it
is written in the lease, the landlord does have the
right to inspect your dwelling at a reasonable time
and in a reasonable manner.
If something goes wrong in your dwelling and it is
the landlord's duty to repair it, you must notify the
landlord in writing about the problem and give him
a reasonable amount of time to repair it.
For additional information concerning landlords
and tenants, you can pick up a pamphlet on the subject
at any local library.
