EXPANSION AND ENHANCEMENT OF THE
GREENSBORO WAR MEMORIAL COLISEUM COM
PLEX
1) Lump Sum Cost proposals will be received by the
Owner from Contractors for Construction Contracts cov
ering all labor and material to complete the work for the
Expansion and Enhancement of the Greensboro War
Memorial Coliseum Complex as required by the Bidding
Documents similarly entitled, dated July 29, 1991, and
prepared by ROSSER FAB^R INTERNATl6NAL. Pur
suant to N.C.G.S. 143-128, bids will be received for a
Single Prime Contract as well as Multiple Prime Con
tracts for: 1) General Construction, 2) Electrical. 3)
Plumbing/Fire Protection, and 4) HVAC. The Owner nas
previously prequalified bidders for the Single Prime Con
tract and the General Construction Prime Contract. Bids
for the Single Prime Contract and the General Construc
tion Prime Contract will be considered only is submitted
by prequalified bidders. All Contractors are hereby noti
fied that they must have proper licenses under N.C.G.S.
67-1 governing their respective trades at the time of sub
mitting bids.
2) The WorK consists of the renovation and expansion of
the existing 15,000 seat arena to approximately 23,000
seats, renovation and expansion of the existing 60,000
SF exhibition hall to 230,000 SF construction of a con
necting plaza, and renovation and expansion of the Audi
torium lobby.
3) Sealed bids will be received by the City of Greensboro,
North Carolina, General Services Department in the War
Memorial Coliseum "Town Hall Auditorium " 1921 West
Lee Street, Greensboro, North Carolina. The following
time limitations shall be strictly enforced:
A) All seated bids for "base building" work shall be
received no later than:
10C*n., Legal Local Time, September 5, 1991.
B) All seated bids for "add alternate" work shall be
received no later than:
1 ;30 p.m.. Legal Local Time, September 5, 1991 .
C) Sealed envelopes containing the MWBE forms
required to be completed and provided with the bid shall
be received no later than:
3:30 p.m., Legal Local Time, September 5, 1991 .
D) All envelopes shall be opened and made public com
mencing at:
4pm., Legal Local Time, September 5, 1991 .
4) Bidding Documents may be reviewed at the office of
the Architect, ROSSER FABER INTERNATIONAL, 524
West Peachtree Street, Atlanta, Ga. 36308, Fourth Floor.
They may also be reviewed at the office of SUTTON
KENNERLY ASSOCIATES, 300 Pomona Drive, Greens
boro, N.C. 27407. Bidding documents may also be
reviewed in the Greensboro. Raleigh, and Charlotte
offices of the F.W. DODGE CORPORATION, in the
Greensboro, Raleigh, and Charlotte offices of the ASSO
CIATED GENERAL CONTRACTORS OF AMERICA,
and at CONSTRUCTION MARKET DATA in Charlotte.
5) Documents may be obtained from the Architect or the
offices of SUTTON KENNERLY in Greensboro on deposit
of $500 per set. Bidding document wil be forwarded as
soon as possible. Bidders shall use complete sets of Bid
ding Documents in preparing Prime Bids; neither the
Owner nor Architect assumed"^ responsibility for arrors or
misinterpretations resulting from the use of incomplete
sets of Bidding Documents.
A) Bidders who received at least one complete sets of
Documents will be registered. Upon registration, bidders
may then purchase partial sets or individual sheets at
their discretion directly from the printer. ?
6) Bidders for Single- and Multi-Prime General Contract
will be refunded their full deposit less shipping charges
provided Biding Documents are returned to Architect's
office in good condition with in fifteen (15) days after bid
ding date for their full four sets. Bidders for Mechanical,
Electrical, and Plumbing Contracts wil be refunded their
full deposit less shipping charges for one set only.
7) No bid may be modified, withdrawn, or canceled for a
period of sixty (60) days after the time designated above
for receipt ot bids. The City Council will have sixty (60)
days from the bid opening date to award contract. The
awarding of the contract by the City will be binding for the
City of Greensboro and the Bidder. Bids shall be accom
panied by a Bid Deposit not less than five percent (5%) of
Base Bid in the form provided by State Law. A Perfor
mance Bond and a Payment Bond will be required of the
Successful Bidder, eacn bond in the amount of one hun
dred percent (100%) of the Contract Sum. Bonds must be
in the form contained in the documents. A Certificate of
Insurance indicating the types and limits of insurance car
ried by the Bidder for the protection of the City of Greens
boro and the pubic, all as called for in the Project Manu
al. shall be Included with the bid. Forms pertaining to the
Minority and Women Business Enterprise Program shall
be completed per the instructions found in tne Project
Manual and included with the bid.
8) Owner reserved the right to reject and and all bids or
to award such contract^) as in its judgment is deemed to
be in the best Interest of the City.
9) There will be a MANDATORY PREBID MEETING held
on August 12, 1991 in the War Memorial Coliseum Com
plex "Town Han Auditorium." The purpose of the meeting
wil be to explain the City's Minority and Women's Busi
ness Enterprise Program and answer questions about the
project. Firms not registered at the Prebid Meeting will
not De allowed to submit bids.

the proposed Contract Documents at no charge at the
Office of Consultant Engineering Service. Inc.. Engineers.

In consideration of the Owners receiving his Bid, each
Bidder agrees that no Bid may he withdrawn after the
scheduled closing time for the receipt of Bids, for a period
of up to thirty (30) days.
A Performance Bond and Labor and Materials Payment
Bond will be required of the successful Bidder in any
amount equal to one hundred percent (100%) of the Con
tract Price
Each proposal shall be accompanied by a Cash Deposit
or a Certified Check on some Bank or Trust Company
insured by the Federal Deposit Insurance Corporation in
an amount equal to not less than five percent (5%) of the
proposal, or in lieu thereof, a Bidder may offer a Bid Bond
executed by a Corporate Surety licensed under the laws
of N.C. State to execute such Bonds, conditioned that the
Surety will upon demand forthwith make payment to the
Obligee upon said Bond if the Bidder fails to execute the
Contract in accordance with the Bid Bond, and upon fail
ure to forthwith make payment, the Surety shad pay to the
Obligee an amount equal to the amount of said Bid Bond.
The Deposit shall be retained if the successful Bidder fails
to execute the Contract within ten (10) days after award or
fails to give satisfactory Surety as required herein.
The Owner reserved the right to reject any and all Bids, or
to accept the lowest legal Bid deemed in the best interest
of the owner, and to determine low Bidder in ease of tie
Bids.
Payment to the Contractor wilt be made on the basis of
ninety percent (90%) of monthly estimates and Final Pay
ment made upon completion and aooeptanoe of the work.
