National 4 t* President Clinton with Lee Brown. New Drug Czar Known for Community Policing, Breaking Color Barriers HOUSTON 1AP) ? A cham- _ pion of community policing. Lee P. Brown has repeatedly broken color barriers as both an academic and law-enforcement official. So it was hardly a surprise that Brown, the first black to head police forces in Atlanta and Hous ton, was recently named by Presi '<) dent Clinton as his choice for fed <j eral drug czar. Brown. 55. and a native . Wewoka. Okla. served as police t commissioner of New York for 2 1/2 years, after his appointment by ?i Mayor David Dinkins in January 1990. While in New York, he put more officers on foot patrol but saw the nation's largest police depart ment become embroiled in a corrup tion scandal. Dinkins last year appointed an independent police commission to investigate allega tions officers took bribes and dealt drugs. Brown left the 29.000-mem ber New York police force Sept. 1. He said the departure was for per sonal. not professional, reasons, and said he did not expect to return to pblice work. Brown also said his departure was not influenced by the corruption investigation. He returned to Houston to care for his ill wife, Yvonne, who died of lung cancer Dec. 29. Brown, who holds a doctorate in criminology, has been a profeSSor !j at Texas Southern University since returning to Texas. As Houston's police chief, Brown was credited with easing racial tensions and improving the police department's image. He took over a white-domi nated Houston police department plagued by charges of civil rights violations, brutality and low morale. Brown remains popular in Houston, and speculation has circu lated since his return that he might be considered for a political appointment, possibly that of FBI director. * Brown's eight years as Hous ton's police chief were preceded by four years as the respected public safety commissioner in Atlanta, beginning in 1978. There, he spent two years under pressure to clear up a string of slayings of young blacks which began in 1979. Wayne B. Williams was convicted of two of the killings in February 1982 and Brown announced that 21 similar slayings would be considered closed as a result. t Brown, the son of a migrant laborer, earned his doctorate in criminology from the University of California at Berkeley. He also established the criminal justice pro gram at Portland State University, where he was a professor from 1 968 to 1972. He directed the criminal justice program at Howard Univer sity in Washington, D.C. from 1972 to 1975. v In addition. Brown worked as a patrolman in San Jose, Calif., from 1960 to 1968. He later served as sheriff _ the first black to hold the post _ then director of the depart ment of justice for Multnomah County, Ore., from 1975 to 1978. While in New York. Brown instituted a no-questions-asked , "buy back" program in which peo ple were paid for turning in guns. The program was supported by money confiscated from drug deal ers. Brown also has' worked on a book on the concept he touts, "neighborhood oriented policing," and briefed Clinton on the subject last year. "It's not just the number of the police we have, but how we use them." he said in an interview with The Houston Post last November. "The major tenet of community policing is problem solving, not to continue to focus on the same 911 calls day after day. year after year, but to do something about it."^ "Any city that does not embrace the concept of community policing would be making a mis take. 1 think it's the better way of - uMng resource*, 1A he said. ? - Last year, Brown addressed ' the platform committee of the Democratic National Convention, where he called on democrats to solve the underlying problems of crime. "If I were a crime czar and I had one decision to make about what to do to deal with crime I'd make meaningful employment a national policy." he said. "I see that big gap between the haves and the have-notes as a police problem wait- . ing to happen." Brown, who stands 6-foot-2 and played college football at Cali fornia State University in Fresno, has fdur children ? Patrick, Torri, Robyn and Jenna.
