Cities Need Help
From All People _

The cure for urban violence and -
despair can't be found without the
help of suburban and rural Ameri
cans, gang members said as they
wrapped up a summit on bringing
peace to cities.
"White suburbia has no rea
son to be afraid of us," said Wal
lace 'Gator' Bradley, a former gang
member from Chicago. "Since
we've been here, not a single
brother has slung any crack or car
ried any Uzis. There's been nothing
but love and harmony since we've
been here." 1_
Kansas City police concurred
that there had been no problems
during the three-day National
Urban Peace and Justice Summit,
which ended May 1. The siimmiL
was held behind the closed doors of
an inner-city Baptist church for cur
rent and former gang members
from 26 cities. About half the par
ticipants were black and half were
Hispanic. Summit participants said
a truce called by street gangs after
expanding across the country. They
pledged to help push it along.
"We're the ones who have
been there." said Alberto Burgos,
20, a former leader of the Gangster
Disciples in Chicago. "We can do
it."
The participants offered a set
of recommendations, including "the
immediate establishment of
500,000 jobs for at-risk youth" by
public and private employers. Oth
ers called for the government to
make public the status of 15,000
police brutality cases, and for Presi
dent Clinton to appoint an indepen
dent commission "comprised of
people of color to oversee and
monitor police brutality."
The statement did not pro
vide detailed suggestions about
implementing the recommenda
tions. Carl Upchurch, the summit
coordinator, said the group planned
to hold another meeting in Wash
ington, D.C., on an as-yet undeter
mined date.
After the gathering, partici
pants said they had accomplished
ing and working with each other.
Many snapped souvenir pictures as
they packed to leave, pledging to
stay in touch.
"We'll share our resources,
both Hispanics and African-Ameri
cans," said Gilberto Leal, 37. a for
mer gang member and prison^
inmate from Toledo, Ohio.
Leal also asked that people
in the nation's suburbs get involved
in helping the cities.
"It's incumbent on each and
every one of us as Americans to
address these issues," he said.
"There are no longer any innocent
bystanders."
Escapee Picks Wrong
House to Use Telephone
FARMINGTO\, Mo.(AP) ?
A prison escapee who wanted to
make a telephone call picked the
wrong house.
James K. Green. 21, was cap
tured minutes after he left the home
of a police dispatcher who lived
just 200 yards from the St. Francois
County jail. Farmington Communi
cations Officer Marilyn Santhutt
recognized Green and called police,
authorities said.
Green scaled a 12-foot fence
and escaped from an- exercise yard
at the jail, officials said. Several
hours later, he knocked on the door
at the Santhuff home.
Santhuff said Green asked to
use the telephone, saying that he
was being chased by two men.
When asked, Green gave his real
name to Santhuff and her husband,
Berlin.
That confirmed the suspi
cions of Santhuff, who had earlier
broadcast a description of the
escapeeTTAs soon as Ureen finished
his call and left the house, she
called police and the fugitive was
arrested nearby.
Green, who was originally
from Auroma, Okla., was being
held in the jail on a probation viola
tion. officers said. He had earlier
served two years of a seven-year
term for burglary in Oklahoma.
