'Smart Start'
Partnerships
Gov. Jim Hunt has announced
that IS counties will pioneer the
"Smart Start program, designed to
provide quality, affordable day
care, health care and other crucial
services to all children in North
Carolina.
The N.C. Partnership for Chil
dren selected the 18 counties from
89 applicants on Sundav after an
intensive review process. The part
nership is a public-private partner
ship of parents, child-care
providers, religious and community
leaders, businessmen and women,
educators," non-profit representa
tives and legislators.
The following counties will
form local public-private partner
ships to develop a plan to provide
early childhood education to all
children in their communities:
Hertford; Halifax; Jones; Orange;
Burke; Davidson; Cumberland;
Stanly; Cleveland; Caldwell,
Mecklenburg; and a consortium of
Cherokee, Clay, Graham, Hay
wood, Jackson, Macon and Swain
counties.

challenge of investing in our chil- ,
dren as a way to invest in our state,
and these 18 counties will lead the
way," Hunt said. "The eyes of the
state and the nation will be on these
pioneers as they bring local leaders,
ideas and resources together to
make sure every child in that com
munity has access to quality,
affordable day care, health care and
other critical services^
"These counties truly represent
North Carolina," Hunt said. "They
are rural and urban, rich and poor,
east and west, large and small. 'Fn
Hertford County, almost forty per
cent of the children are living in
poverty ? twice the state average.
Mecklenburg County is struggling
with typical urban problems like
crime ? and a juvenile crime rate
that tops the state's ? but is still
wocking to galvanize tflfr ' cowtnu^
nity around al-risk children."
The 12 partnerships will
develop their plans by spring 1994.
Hunt plans to ask the General
Assembly for additional funds to
expand Smart Start to at least eight
more counties next-year and addi
tional counties the following year.
* Meanwhile, the state will pro
vide more Than $1.5 million to all
other counties ? about $ 18.000
each ? to conduct an intensive
needs and resources assessment.
Another $650. (XX) in state and fed
eral funds will finance similar
efforts in mountain counties that
are part of the Appalachian Region
Commission. The state will also
provide about $1 million tor
improved teaching of day care
workers, in addition to the funds
provided by the Legislature to
boost the TEACH program, which
provides stipends tor day care
teachers who receive training at
community colleges.
Smart Start also expands the
child care tax credit for families
earning S40.000 or less and would
immunize all children under six.
"Smart Start has energized the
people of this state and brought
them together." Hunt said, and we
want to continue that creative
process. We will be putting Smart
Start into even- county in this state,
because our children deserve noth
inc less. Together. North Carolina
can do more for its children than
ever before and more than any
other state.'

A Northrop spokesman
explained that most presidential
nominees are not allowed to speak
to the media. He said West has also
had to cancel some speaking
engagements.
West, who heads Northrop's
Washington office, graduated vale
dictorian from Atkins High School
in 1961. The late Togo West Sr..
who was an assistant principal at
the school during his son's matricu
lation. was a well-respected princi
pal at the then all-black institution.
"He had all the qualities of
being a stressful person, regard
less of what area he went into," said
Billie Matthews, who taught West
algebra in the ninth grade at Atkins.
She said he had a "great talent"

was a managing partner with the

includes service as general counsel
of the Department of Defense in
1980: special*assistant to the Secre
tary of Defense in 1979. and gen
eral counsel for the Department of
the Navy from 1977-78. He has also
served as associate deputy attorney
general for the Department of Jus
tice.
"Togo was a lovely child, but I
hate to brag about it," Fvelyn West
said.
Evelyn, who refused to dis
close her age or the year she retired
from teaching, said that a recent
stroke had soinew hat dimmed her
memory. However, she recalled thai
her son was a reader arid always
wanted to be a lawyer. She also
recalled that he was. involved in a
number of extracurricular. activities
while in grade school and at one
point grew frustrated with them

remembers West venting his anger.
^ She quotes, him as saying,

mother. Every tune I turn around,
.she got some club she wants me to

Evelyn chuckled at the mem ?
ors . and said she allowed him to
quit all but the Boy Scouts, the
Junior- Red Cross and his church
related activities.
Today, he is n mcmbrr of the
board of directors of the Atlantic
Council, the board of directors of
the World Affairs Council and the
* board of consultants of the Riggs
National Bank. He is chairman of
the Kennedy Center Community
and Friends Board and is a member
of the Board of the Washington
National Cathedral Foundation.
