Notch Baby" Controversy Aired at Y Retired Men's Christmas Dinner Charles Clegg of the Social Security District Office was the speaker for the Annual Christmas Dinner of the Winston Lake YMCA Retired Men's Club held last Wednesday. In the discussion and in the lit dance after the speech, it was noted that an erTor was made in 1972 in an effort to apply Cost of Living Adjustments (COLA) to Social Security Benefits, and because of high inflation rates at the time, retires born between 1910 and 1916 received an unintended bonus or windfall in their monthly Social Security checks which could soon equal their pre-retirement pay. Per sons born between 1917 and 1921 were resentful because they do not share in this good fortune. As a result of the reaction to these conditions, a new formula was devise in 1977 to correct the error, and a transitional formula was devised to be used for five years for persons born between 1917 and 1921 who were about to retire. The purpose of the change, which became known as the "Notch", was to correct a mistake made in benefit formula and to pay to all fair and appropriate benefits. To "fix" the "Notch" as requested by some would simply extend a costly mistake to additional problem and could jeopardize the Social Security System and its abil ity to finance the coming retirement of the "Baby Boom" generation^ is unlikely that additional changes will be made in response to the "Notch." Many of the club members are "Notch Babies." Sylvester Hillard presided at the Dinner. The afternoon was opened with "O Come All Ye Faithful" by the Retired Men's Club, followed by scripture by Morice Davis, prayer by Harry Campbell, and a song by the audience. After dinner, James Davis introduce the speaker, Charles Clegg, who spoke on the Social Security System. The speech and discussion were followed by a solo by John Feemester and remarks by James Motz.
