NOTICE IS HEREBY GIVEN of in
tention of the undersigned to call for
a referendum on November 4, 2014,
to approve the issuance of bonds of
the City of Winston-Salem, North
Carolina which shall be for the fol
lowing purposes and in the following
maximum amount.
$42,350,000 of bonds to provide
funds to pay the capital costs of ac
quiring, constructing, reconstructing,
widening, extending, paving, resur
facing, grading and improving streets,
roads and intersections; acquiring,
constructing, reconstructing and im
proving sidewalks or walkways,
curbs, gutters, drains, overpasses, un
derpasses and grade crossings; con
structing and improving walking and
bicycle trails and greenways; and pro
viding related landscaping, lighting
and traffic controls, signals and mark
ers; and the acquisition of land,
rights-of-way and easements in land
required therefor; and
$31,000,000 of bonds to provide
funds to pay the capital costs of ac
quiring. constructing and improving
certain public safety facilities, includ
ing the Public Safety Center and the
Alexander Beaty Public Safety Train
ing and Support Center, police district
facilities and fire station renovations
and including the acquisition of
equipment therefor and the acquisi
tion of land or rights-of-way in land
required therefor; and
$30,850,000 of bonds 10 provide
funds lo pay the costs of acquiring,
constructing, renovating and improv
ing parks and recreation facilities and
the acquisition of any necessary fur
nishing and equipment, land, rights
of-way and easements in land

$10,000,000 of bonds to provide
funds to pay the capital costs of pro
viding first-time home buyer assis
tance to persons of low and moderate
income, acquiring and constructing
multifamily housing for persons of
low and moderate income and accom
plishing the renewal of urban residen
tial neighborhoods, including the
acquisition of land or rights-of-way in
land required therefor; and
$25,000,000 of bonds to provide
funds to pay the capital costs of ac
quiring land or rights-of-way in land
for economic development projects in
the City, including the development
of Merschel Plaza, constructing im
provements on such land to facilitate
its use for economic development pur
poses or making grants or loans to
small business owners in targeted
commercial areas.
A tax sufficient to pay the principal of
and interest on said bonds when due
will be annually levied and collected.
At said referendum the questions
shall be stated whether the order au
thorizing bonds for each of the pur
poses stated above shall be approved.
The last day for registration for the
referendum is October 10, 2014.
