NOTICE IS HEREBY GIVEN, pursuant
to the requirements of Article 19 of Chap
ter 160A of the General Statutes of North
Carolina, that the City Council of the City
of Winston-Salem will bold a public hear
ing in the Council Chamber at City Hall,

Salem, NC at 7:00 p.m. on March 14,

All parties in interest and citizens are in
vited to attend said hearing at which time
tbey shall have an opportunity to be heard
in favor of or in opposition to the forego
ing proposed changes.
During the public hearing the City Council
may hear other proposals to amend the
zoning of the above-described property or
any portion thereof. At the end of the pub
lic hearing, the City Council may continue
the matter, deny the proposed rezoning, in
whole or in part, grant the proposed rezon
ing, in whole or in part, or re zone the
above-described property or any portion
thereof to some other zoning classi
fication.
Prior to the hearing, all persons interested
may obtain any additional information on
these proposals which is in the possession
of the City-County Planning Board by in

WINSTON-SALEM/FORSYTH
HOUSING CONSORTIUM
Notice is hereby given by the City of Winston-Salem and Forsyth
County regarding the availability of documents for review and
comment pertaining to the draft 2016-2017 Annual Consolidated
Housing and Community Development Plan for submission to
the U.S. Department of Housing and Urban Development (HUD)
as follows:
The 2016-2017 Annual Plan reflects the fourth year implemen
tation of the 2014-2018 Five-Year Consolidated Plan (CP). The
CP is the process of planning and applying for federal funds that
are provided to communities on an entitlement basis: Community
Development Block Grant (CDBG), HOME Investment Partner
ship (HOME) and Emergency'Solutions Grant (ESG) funds. The
CP is a combined plan of the City and County as the Winston
Salem/Forsyth Housing Consortium and is a prerequisite to Con
sortium funding under the HOME program.
2016-2017 Annual Plan implementation includes proposed ex
penditures from Federal Fiscal Year (FFY) 2016 appropriations
of CDBG ($1,996,684), HOME (943,509) and ESG ($177368),
Continuum of Care, carryover G.O. bond and Housing Finance
funds, and projected program income revenues with a projected
total from all fund sources of up to approximately $8 million. A
portion of the projected total includes available resources, de
rived from unexpended prior year funds, which have been allo
cated to projects and activities to be implemented during the
2016-2017 program year.
Program activities to be undertaken are single-family housing
rehabilitation, including removal of architectural barriers and
control of lead-based paint; emergency repair assistance for
owner-occupants; historic preservation; new construction of sin
gle-family and multi-family units; mortgage financing for first
time home buyers, with or without rehabilitation; rental r
assistance; small business loans; contractor and construction
training; and public services and facilities that specifically ad
dress housing and economic self-sufficiency. Funds are also bud
geted for program administration and Section 108 loan
repayment.
The final CP will be submitted to HUD by May 15,2016 follow
ing public review and comment beginning April 7,2016 and re
view and approval by the City Council at the April 18,2016 City
Council meeting.
