Initial advances were altogether wiped out during the noon hour, when disturbing rumor touching on ' the International situation were cur rent. ' In the final hour the most active of the session, equipments and o it er issues more or less directly as sociated with the war group rose S to points from, lowest levels, but mils and shippings hum; back. The belated movement, in indus trials was simultaneous with reports that many large contracts with the Federal government were under ne gotiation. Selling by foreign inter ests presumably of Teutonic origin, was again put forward in explanation of the heaviness of rail?, but this was scouted in high banking quar ters. Canadian Pacific was once more an element of weakness, with St. Paul at an extreme decline of 8 points and 1 to 2 points tor other in ternational shares. New Haven was under renewed pressure at the new low record of 38 1-2 and Louisville and Nashville and Illinois Central were heavies-: of the Southern and Southwestern. The maiket opened virtually at a decline of 4 to 11 but a buying movement sent prices bck to about lft night's figures right after the call, after which market quickly weakened. A fea- ture of the day was the strong re ' covrry resulting from the widespread i rumor thai war had been declared I on this country by Germany. In the ! early trading prices lost about 30 ' points on the weakest months. By : the middle of the morning tho mark et was 34 to 42 points off and it was at this level that the rumors of the declaration of war were heard. The market bulged suddenly to $1 a bale and a steady tone was maintained ; until the trading months. In the i afternoon the tone became easy and 1 support withdrawn.
