In Summarizing the results of the meeting, Mrs. Ruth Aikens, Committee Chair - man, said that at this time the Committee favors an ap proximately equal division of available funds between re - search and community - serv ice artivitif»*: t Mrs. Aikens also character ised the 96 million to be allo cated (or SCA research during the fiscal year aa only— a beginning toward a maximum-effort program to control sickle cell anemia and, disease as a major cause of disability and death. The Committee will - meet again within approximately 60 days, Mrs. Aikens added, to develop detailed recoinmen - dations conceiving program goals and the emphasis to be placed on each. The SCA Advisory Commit tee met August 13 at the National Institutes of Health, Bethesda, Maryland, with Dr. Merlin X. DuVal, Jr., HEW Assistant Secretary for Health and Scientific Affairs; Dr. Robert Q. Marston, NIH Di - rector, Dr. Robert L. Ring - 1er, Deputy Director of the "Nation*! Heart and· Lung1 In - „ stitute and SCA program co - ordinator for DHEW; Dr. Vernon Wilson, Administrator _ - from the Health Services and *' Mental Health Administration; and other federal health agen cy officials. The purpose of the meeting was to consider plans for carrying out the ex panded SCA program recôm * mended by President Nixon in his February 18 Health Message to the Congress. "This' Committee is unique," Dr. DuYaL said, "in that it marks the first time • tKiT a national level advisory committee, reporting directly to the Secretary of HEW, has been established to focus government attention on a specific difteaa· problem and eminent can and should u»e It· resources to attack a dia - ease that afflicts an estimated 50,000 American blacks." The President identified 'sickle cell anemia, an In - herited blood disorder found almost exclusively among blacks as a high-priority dis· . ease target and called for a , $5 million Increase in federal • expenditures for research on this disorder during the cur - rent fiscal year. The National Heart and Lung Institute waa assigned responsibility for co-ordinating this joirjt ef - fort. The NHLl appropria tion will contain the FY 1072 funds earmarked for this spe cial program, but these funds may also be drawn upon by other Institutes of NIH, - HSMHA, and possibly other participa tin* federal agencies. The Sickle Cell Anemia Ad - vlaory Committee was et - tabllshed by Secretary Fallot L. Rl«hardaon to provide ad - ' rice and assistance in plan ning and carrying out this progrsm from distinguished professional and lay leaders especially knowledgeable - about the problems of sickle cell disease.
