North Carolinians With Hearing Problems Will Receive Hell) RALEIGH-Thousands of North Carolinians who are either deaf or have severe hearing problems will now be receiving help from the state with the many communica tions problems they face each day of their fives. The 1977 Session of the General Assembly recognized the needs for the hearing impaired and enacted legisla tion that provided for the establishment of the North Carolina Council for the Hear ing Impaired in the Depart ment of Human Resources. The legislation also appro priated funds for the position of state coordinator of Com munity Services for the Hear ing Impaired and the develop ment of community service centers to assist the hearing impaired with their communi cation problems. Dr. Sarah T. Morrow, Secre tary of the N.C. Department of Human Resources, has desig nated the Division of Voca tional Rehabilitation Services to administer this new pro gram. William Peace from Atlanta has been employed as the state coordinator for the pro gram. He lost his hearing when he was six years old and has been actively involved with various organizations of and for the hearing impaired for the past twenty years. He has been serving as executive secretary of the Georgia As sociation of the Deaf and president of the Registry of Interpreters of the Deaf. According to the national census for the deaf which was conducted in 1971, there are approximately 350,000 persons in North Carolina who have a hearing problem. Of this num ber, 45,124 are deaf. "Hearing impaired citizens need the same human services and educational opportunities that all people need. Unfortu nately, even though these ser vices are available to the hearing impaired, they do not always receive these services from the human services a gencies across the state due to the difficulties encountered in communication,'' said Dr Morrow. A hearing impairment of ten results in severe deficien cies in language and speech. Not only are many hearing impaired persons unable to speak normally, but many are unable to read and write well enough to communicate effec tively by pad and pencil. "This means that there are some hearing impaired people in North Carolina who are UNABLE TO SPEAK when they have needs, UNABLE TO HEAR about services to which they may be entitled, UN ABLE TO READ written mes sages directing them to speci fie sources οι assistance, and UNABLE TO WRITE a simple plea for these services," she said. Under this legislation, $65, 000 was appropriated for the 1977-78 fiscal year and $195,000 was appropriated for fiscal year 1978-79. Other resources will be identified at the local and regional levels to provide for supplemental services as required.
