Council Approves Winter
Crisis Assistance Program
The Charlotte City Council
has approved a $48,000 Win
ter Crisis Assistance Program
to provide fuel and home
weatherization for low income
families in Charlotte's nine
Community Development ar
eas. In a similar program last
• week, $50,000 was allocated to
purchase fuel or pay heating
: bills for 433 households; 228 of
those were winterized also.
Charlotte Community Deve
lopment Department and its
contracting agencies will pro
vide fuel and weatherization
services on a priority basis.
The first priority under the
emergency fuel progam will
provide fuel and-or electric
service to heat up to 500 homes
at no more than $50 per home.
Residents must be financially
unable to pay fuel bills. The
program is different from the

St Mark Church Honors

The third Annual Mr. and
Miss St. Mark Pageant was
recently held at St. Mark’s
United Methodist Church of
917 Clanton Road.
“Mr. St. Mark for 1977” is
Sean Nelson and “Miss St.
Mark” is Deneak Walls. These
lard working wifofefe were ,
selected on the basis of the
amount of dollars that they
raised prior to the pageant.
This year’s youthful contes
tants were from the six to
twelve year age group. First
runner up for Mr. St. Mark
was Cortez Ashbury with Au
brey Witherspoon as second
runner up. Teila Hand and
Melinda Neal were first and
second runner ups, respective
ly for Miss St. Mark. All
winners were awarded identi
fication braclets for their dy
namic display of salesman
ship.
The pageant was first held
in 1974 as a project of the
church’s Finance Committee.
Annie Little, Bessie Miller,
and George Thompson were
the originators of the pageant,
According to Frances Harris
of the Church. Proceeds from
this year's pageant just as in
the past will go toward the
church’s building fund whose
goal is to erect a sanctuary.

' ^iair-do by church member
Wulia Ashbury were the three
door prizes given away.
As the big social event for
the year, the pageant provides
an excellent way for the you
ths of the church to expell
their marvelous talents. This
year’s program was in the
form of a Gong Show. “Diana
Toss and the Dupremes” con
sisting of Doris Gillan, Fran
cena Gillian, and Gail White
were winners.
Tied Wetting
Is Unpleasant
Problem
Bed wetting is an unplea
sant problem for a youngster
but it is certainly not an
uncommon one. About one
fourth of all children under the
age of five experience this
difficulty along with, perhaps,
three percent of the adult
population.
There are many causes for
bed wetting, both physical and
psychological. Often in the
child under six it may be a
simple matter of normal ner
ve and muscle maturation. No
two bodies grow and mature
at the same rate.
The problem of bedwetting
usually clears up by the time
the child has reached the age
of six.

The weatherization pro
gram will provide first priori
ty to those dwellings occupied
by residents who have receiv-'
ed fuel and-or electric service
under the program. The se
cond priority will provide wea
therization to those residents
for whom arrangements have
been made for the purchase
and delivery of fuel but who
are unable to properly weathe
rize their dwellings. Weathe
rization will include weather
stripping around doors and
windows and plastic film on
windows.

Commission To
Meet Monday
-t-The Board of Education
has invited members of the
City Council Planning Com
mission to a luncheon meeting
on Monday, Dec. 12, noon in
the Board Room of the Educa
tion Center. The meeting is a
step toward better serving the
community through coopera
tion of governing boards and
agencies. Last month, the
Board met with the Park and
Recreation Commissions of
Charlotte and Mecklenburg
County. _
-A work session on the revi
sed pupil assignment plan will
be held Monday, December 12,
7 p.m. in the Board Room. The
session will be televised on
WTVI, Channel 42. The Board
will take action on the plan
Jan. 24.
-The Board of Education
will hold a regular meeting on
Tuesday, Dec. 13, 8 p.m. in the
Board Room of the Education
Center. The meeting will be
televised on WTVI, Channel
42. Among the items on the
agenda is a progress report
from the Businessmen's Re
view Committee studying the
management of the school
system.

ists and therapists are the
Veterans Administration -- in
VA hospitals - and the Depart
ment of Defense -- in military
base recreation facilities or
service clubs.
According to the CSC, there
is particular need for qualified
applicants in music therapy,
dance therapy, golf, and ser
vice club activities, but oppor
tunities in general recreation,
therapeutic recreation, music,
art, sports, and theatre are
extremely limited.
Qualified applicants may be
considered for jobs at grades
GS-5 and GS-7 ($9,959 and
$12,336 a year).
Applicants for these jobs do
not have to take a written test;
they will be evaluated on the
basis of education and experi

The level of business activi
ty in North Carolina rose 0.6
percent in October, according
to the Wachovia Business In
dex. The Index has registered
gains for the past three mon
ths.
The October increase was
broad-based, with gains in all
major sectors contributing to
the brightening economic pic
ture. Non-farm employment
and manufacturing manhours
were up 0.3 percent each for
the month. Bank debits, a
measure of checkbook spend
ing, rose 2.3 percent during
October.
