One order of business was
the presentation of a check for

at that same meeting to retain

Annually, the host chapter is
given $1000 to donate to a local

Carolina Action Blasts Bell Rate Increase
Carolina Action members
from across the State an
nounced Tuesday our strong
opposition to two parts of
the proposed Southern Bell
rate increase. First, the tre
mendous increase in the in
stallation charge which for
some customers will go as
high as $72.50 is beyond our
belief. Here Southern Bell, as
a so-called ‘public” utility has
forgotten the public by having
an installation charge which
many working and retired
North Carolinians just cannot
afford!
Secondly, Southern Bell is
requesting a 60c per month
r-'
increase in an already-high
monthly service charge. Here
we suggest that a second
option be studied, which is
available in many states in the
country. Called “optional li
mited use,” this service would
allow everyone to afford a
phone - if they were willing
and able to limit their local
calls. In return for this, a
lower monthly fee would be
charged. As a second option
for telephone customers, this
limited use service would help
insure that those who absolu
tely need a phone could have
one.
To insure that the public
gets expert representation on
these ideas, Carolina Action
has already met with Mr.
Hugh Wells, Director of the
Public Staff at the State Utili
ties Commission. We have told
him of our proposals, and will
be very interested to see what
will result from having a
Public Staff at the Commit,
sion. Meanwhile, CA members
across North Carolina are
preparing to fight any in
crease in an installation char
ge which would make it impos
sible for some to own a phone,
and to promote a second op
tion in telephone service.

Should Look j
Before They Leap 1
The Veterans Administra- J
tion this week cautioned GI f
Bill students to "look before &
they leap” if they are conside- yj
ring dropping courses or seek- %
ing nonpunitive grades for J
them. ]
VA Regional Director Ken- |
neth E. McDonald said that in l
certain circumstances the law j
now requires the agency to ?
retroactively cancel assistan- j
ce payments for courses drop- I
ped without a grade after a 1
reasonable drop-add period. *
This applies also in cases I
where a course is completed V
but the grade assigned is, in £
effect, ignored by the school 0
for graduation requirements - J
a so-called "nonpunitive" gra- i
Ha U
“In other words," McDo- f
nald said, “veterans dropping y
courses in such circumstan- J
ces, or receiving nonpunitive a
grades could wind up in debt y
to the federal government.”
He pointed out, however, %
that VA will not retroactively r
collect payments already £
made when the situation is due yj
to circumstances beyond the £
student’s control. 1
The law, which went into V
effect last December, prohi- |
bits VA payment of educa- 3
tional benefits for courses that 1
are not used in computing i
graduation requirements. V
McDonald explained this i
could mean that many stu- y
dents will find themselves x
overpaid under the GI Bill for i
courses from which they with- y
draw and for courses in which £
the assigned grade does not %
count toward graduation. V
Payments for such courses, A
he said, must be stopped as of yr
the first day of a school term. £
In the past, GI Bill pay- j
ments for such a course would £
have continued to the end of £
the month of withdrawal. ”
