olina require some employers
of domestic and agricultural
workers to pay Unemploy
ment Insurance tax for the
firM time.

Service Office.
Complying with federal sta
tutes, the General Assembly
last year extended Unemploy
ment Insurance coverage to
an additional 262,000 workers
in North Carolina, including
some domestics and farm

Any employer of domestic
workers in private homes,
college clubs or college fra
ternities and sororities who
paid $1,000 or more in wages in
any calendar quarter last year
are required to pay Unem
ployment Insurance taxes to
the Employment Security
Commission.
Farmers who paid wages of
$20,000 or more for agricultu
ral labor during a calendar
quarter last year or employed
10 or more workers for 20
weeks, are required to pay UI
taxes. Employers who pay
these wages during 1978 will
also be liable for taxes.
The tax is 2.7 percent of the
first $6,000 paid in wages to
each worker. Taxes are paid
on wages commencing Janua
ry 1978. There’s also a
seven- tenth^f-^ne-percent

ugh the Internal Revenue Ser
vice.
“Since this is new coverage,
we’re afraid that many em
ployers of domestic and farm
workers are not aware of their
liability,” says Mr. Lewis.
Taxes for the first quarter of
1978 are due by April 30. Late
payments will result in a six
percent annual interest penal
ty plus a flat ten percent
penalty rate on all monies due.

Democratic Party Adopts Affirmative Action Plan

ference, the North Carolina
Democratic Party has adop
ted a Delegate Selection-Af
firmative Action Plan.
The State Democratic Exe
cutive Council met Wednes
day, March 15, at State Party
Headquarters in open session
to finally adopt the Affirma
tive Action-Delegate Selection
Plan. This public meeting
came after a fourteen day
challenge period during which
time the public had an oppor
tunity to present suggestions
for changes or challenges- to
the Plans
According to the plans
adopted by the Party Kxecu
live Council, twenty-two dele
gates and twenty-two alterna
tes for the National Party
Conference will be elected at
the Congressional District
Convention, with two dele
gates and two alternates being
chosen at each District Con
vention. Equal numbers of
men and women must be
chosen at the Congressional
District level. All Congressio
nal District Conventions will
be held on May 20, 1978 at 1:00
p.m. Additionally, six dele
gates and six alternates will
be elected at the State Demo
cratic Convention An equal
division of men and women is
not required in this selection
The State Convention will be
held June 24 at the Dorton
Arena, State Fairgrounds in
Ralenih
Additionally, the six mem
bers of the National o«mo
eratic National Committee
from North Carolina and Go
vernor Hunt will serve as
ex-officio delegates bring the
total North Carolina delega
tion to thiry-five delegates and
twenty-eight alternates

Democrat to become a dele
gate to the 1978 National De
mocratic Conference, he or
she must declare his candida
cv for the delegate posotion in
writing by informing the State
