Two Charlotteans Cited As Outstanding Young Women ««tu c.uaworm Poet Staff Writer Two native Charlotteans, one still residing here and another living in Alabama were among 15,000 women nationwide chosen to receive Outstanding Young Women in America Awards for 1979. Nominations were sub mitted by business and civic leaders throughout the country. These recipients ages 21-36 have distinguished themselves in their homes, professions and communities. Among them are Beverly Anita Walker and Harriett Alexander. Beverly Anita Walker was graduated in May 1979 with honors in music education from Johnson C. Smith University. For two years she has won the C.W. Kemp Award given to the mueic major with the highest average. Miss Walker was a member of Alpha Chi and treasurer of Alpha Kappa Mu-two honor societies. She is also a member of Alpha Kappa Alpha Sorority. In January, she will return to college and study for an M7A. degree in music education. The youngest of six children, Mias Walker ie the daughter of Mr. and Mrs. Jerry Mheham Named Airport Security Chief Airport Manager E.C. Birmingham, Jr., has ap pointed Jerry J. Mitcham to the position of airport security chief. Mitcham, 38, will be responsible for the adminis tration of the security staff at Douglas Municipal Airport. The appointment is effective immedtataiy. Mitcham will head a new division of the Airport Depart ment which wttl provide traffic control, concourse security and implementation of Federal Aviation Admin istration security regulations. Mitcham has served eight years with the Statesville Police Department and was moet recently chief of police for the town of Elon College, N.C. He has an AB degree in police science and is currently working on an MS degree in public administration. Mitcham is a member of various profeeaianal organ izations including the Inter national Association of Chiefs of Police and the North Carolina Juvenile Officers Association of which he is past president. Carmel Baptist Church and directs the Young Adult Choir. Describing herself as a "born again Christian" Miss Walker is a former director of "The New Sensations," a gospel singing group. Ms. Harriett Alexander is program coordinator and speech pathologist at the Alabama Institute for the Deaf and Blind at Talladega, Ala. She also serves on the Institute's Human Rights Committee, and is a consultant for the Alabama Head Start Programs, State Department of Education The daughter of Mr and Mrs. James Alexander of Dawns hire Avenu·, Ms Alexander received a B.A. degree from Northern Illinois University with a major in speech pathology, and a Masters degree from Kent, State University. Ms. Alexander is on the board of directors for the North Talladega County Association of Retarded Citizens and the board of directors for Talladega College Preschool. Ms. Walker and Ms. Alexander are among those under consideration for one of the 51 state awards that will be presented for the most noteworthy contributions in each state. From these state winners, the Ten Outstanding Young Women of America will be chosen. The ten national winners will then be honored at the annual awards luncheon to be held this fall in Washington, D.C. New USDA Rules Encourage Schools To Start Food Programs Special To Hie Poet WASHINGTON-Schools with a high proportion of needy children and no food aervice will find it easier to start breakfast and lunch programs under regulations announced today by Assistant Secretary of Agriculture Carol Tucker Foreman. The new regulations set priori tie· for granting assist ance to schools for the pur chase of food service equip ment. Under the new rules, 40 percent of the funds appro priated will be reserved for schools with no food service and for schools that plan to begin a breakfast or lunch program. In the past, only one-third of all funds were reserved for schools without a food service and schools with out facilities to prepare or receive hot meals. "By directing available funds where they are most needed, we can make a nourishing breakfast avail able to more needy children within our current budget resource·," Foreman said. The new rules implement recent policy and legislation designed to expand the break fast program. A separate priority system will be used to distribute the remaining 60 percent of food service equipment assistance funds. Schools with no food service will get first prefer ence for these funds. The other preferred uses, in order, are schools that need equipment to start either a lunch or breakfast program, prepare or cook or receive hot meals, to replace worn out equip I ment, and tô maintain or expand existing programs. Another provision permits public or nonprofit private institutions to receive equip ment purchased with food service equipment assistance funds in order to prepare meals for schools. However, the-schools would retain title to such equipment. The new regulations are scheduled to appear in th^ Oct. 26 Federal Register, an<^ become effective on that date.
