Ms. Lynch confirmed that cooperation between black and white political leaders is an increasingly important element in local politics. “Tom Ray is on the county commission be cause of bldck voters,” Ms. Lynch commented, in ex plaining how black votes can be crucial to white as well as black candidates. (According to most poli tical observers, C. W. Kidd, the leader by a wide mar gin in the voting for sheriff, is another example of a white politician who bene fitted substantially from black votes.) -The Black Eolitkal Cau cus, Ms. Lynch pointed out, endorsed black and white candidates and worked with FAIR, a women’s group, to elect a Senate slate. Local black groups such as the Voter Task Force are working to achieve a blaclTTprnout of 25,000 in Mecklenburg County in No vember, Ms Lynch re vealed. A black vote of this size would make "a con siderable difference" to a number of local candi dates, _both black and white, she asserted. Penny Ratliff and Laura Ventura. _ ... .
