Job Training Partnership Act
Program Year 1984-85
Job Training Plan Summary
. .On October 13, 1983, the Job Training Partner
ship Act (JTPA) was enacted as Public Law 97-300,
replacing the former Comprehensive Employment
and Training Act (CETA). The purpose of the Act is
to establish programs to prepare youth and
unskilled adults for entry into the labor force and to
afford job training to those economically disadvan
taged individuals and other individuals facing
serious barriers to employment, who are in special
need of such training to obtain productive employ
ment.
The City of Charlotte, as grant recipient and
administrative entity for the Mecklenburg County
Service Delivery Area (SDA), has submitted a
Summary Job Training Plan for Program Year
1984-85 to the State of North Carolina. Submission of
the Summary Plan on March 5, 1984 addresses
Section 105 of the Act allowing time for review and
comment by the State Legislature, local educa
tional and other public agencies and labor organ
izations.
Included in the Summary Plan is a statement
describing local goals and objectives of the Service
Delivery Area, and a summary of project activi
ties which are tentatively planned. The plan reflects
a Title II-A Program in the amount of $1,395,224 to
provide Institutional Skills Training, On-the-Job
Training, Educational Training, Services, and an
Exemplary Youth Program for up to 1,195 eligible
individuals.
Also reflected in the Summary Plan is a Title II-B
Summer Youth Employment Program in the
amount of $603,139, which will provide work ex
perience opportunities for up to 565 youth who are
between the ages of 14-21.
On April 12,1984, the Final Job Training Plan for
Program Year 1984-85 will be completed and
submitted to the State Division of Employment and
Training for approval, at which time it will be
available for public review.
The Charlotte-Mecklenburg Service Delivery
Area Summary Plan can be reviewed at the City of
Charlotte Employment and Training Department,
401 East Sevond Street, Charklotte, North Carolina
28202, between the hours of 8:00 a.m. and 5:00 p.m.,
