Martin flashed a confident smile. He knew the U.S. House of Representatives had passed a non-binding reso lution approving a “pay as-you-go” approach to the problem - the same type of . proposal , Martin has —strongly advocated since the beginning of his can didacy last December. Basically, the candi dates’ proposal, which is very similar to the one being studied by Congress, calls for budgeting proce dures which require every new program to provide also for revenue to pay for that program. “We need to get this huge budget deficit under con trol and bring financial prudence back to the feder al budgeting process,” Martin said. “I don’t be lieve it is fair to pass on the burden of our govern ment’s money mismanage ment to our children. We can’t obligate our children to pay for all of the pro grams we want today but are not willing to pay for.« Martin has made ad dressing the federal budget _ problems a cornerstone of his election platform. Other issues he has em phasized are increasing support for our convention al defensive forces, a better-defined foreign poli cy in Central America, a clean environment and a stronger emphasis on pro viding better education and resources for the nation’s D. G. Martin .9th District candidate youth. Citing his qualifications to deal with the budget de ficit, Martin characterized himself as a “tough, in dependent problem solv er,” a demeanor honed during his service as a Green Beret officer, ex tensive experience as an attorney working for clients in Washington, D.C., and as an active civic leader in Charlotte. His pragmatic approach to solving problems makes Martin particularly well suited to tackle the federal deficit problem, he said. “I’ve worked in Washing ton for 15 years during my legal practice,” Martin said. “I know what it’s going to take to get a grip on this budget problem, and I know I have the leadership abilities to han dle the responsibility.” Congress, he said, has made the budget issue a “political volleyball,” batting the blame from one political party tp the other while not making Siljr'pro gress toward resolving the problem. “Our leaders have talked a lot about it, but we have yet to see anyone really do anything about it,” Martin observed. Added revenues from economic growth and from the closing of tax loopholes could also be other means of bringing the ‘ budget problem under con trol, he said. Raising taxes to pay for new programs would only be considered if both go vernment leaders and their constituents agreed on the value of the program be ing considered, Martin said.
