Plans and specifications will be made available for
review during office hours from 8:00 a.m. to 5:00
p.m„ Monday through Friday, and may be ob
tained from Talbert, Cox k Associates, Inc., for a
cost of Fifty Dollars ($50.00) non-refundable.
Bids will be based upon not less than the mini,
mum rates of wages as predetermined by the
Secretary of Labor, a schedule of which is con
tained in the General Provisions of the specifica
tions. «
Each bid must be accompanied by a Bid Bond,
deposit of cash or by a certified check payable to
the Treasurer, City of Charlotte, North Carolina,
and drawn on a bank or trust company au
thorized to do business in the State of North
Carolina, for an amount equal to 5 percent of the
-total base bid -as- a guarantee that r-iL the hid fr

and the required performance and payment bond
furnished.
The Owner reserves the right to reject any or all
bids and to waive formalities and technicalities.
Notice is hereby given to all Bidders that this
“proposed contract is under the subject to Execu
tive Order 11346 of September 24, 1965, and to the
equal opportunity clause,” and “Bidder (Proposer)
must supply all the information required by the bid
or proposal form.”
Policy. It is the policy of the Department of
Transportation that minority business enterprise as
defined in 49 CFR Part 23, shall have the maxi
mum opportunity to participate In the performance
of contracts financed in whole or in part with
Federal funds under this agreement. Consequently,
the MBE requirements of 49 CFR Part 23 apply to
this agreement.
MBE Obligation. The recipient or its contractor
agrees to ensure that minority business enter
prises as defined in 49 CFR Part 23. have the
maximum opportunity to participate In the per
formance of contracts and subcontracts financed in
whole or in part with Federal funds provided under
this agreement. In this regard all recipients or
contractors shall take all necessary and reason
able steps in accordance with 49 CFR Part 23 to
ensure that minority business enterprises have the
maximum opportunity to compete for and perform
contracts Recipients and their contractors shall not
discriminate on the basis of race, color, nation
al origin or sex in the award and performance of
DOT-assisted contracts.
Notice is hereby given that each bid will con
tain a provision for MBE participation. Goals will
be established for a percentage of the total dollar
value of the contract to be performed by MBE’s.
Compliance with the MBE standards is required for
a bid to be considered responsive.

The City of Charlotte will receive sealed Bids for
MEMORIAL STADIUM IMPROVEMENTS until 2
p.m. on the 24th day of July, 1984 in the fourth floor
conference room of the Cameron-Brown Building,
301 South McDowell St., Charlotte, N.C. 28204, at
which time and place all bids will be publicly
opened and read aloud.
Separate Bids will be received for the following

Proposals must be on standard forms furnished by
the Architect and must be submitted in a sealed
envelope identifying the Contractor submitting the

executed by the Bidder and an acceptable surety, In
an amount equal to five percent of the Bid shall be
submitted with each bid. Bid bond shall be retained
if successful bidder fails to execute the contract
within 10 days after award.
