Clinton Changes U.S. Angola Diplomatic Policy By William Reed NATIONAL NEWSPAPER PUBLISHERS ASSOCIATION WASHINGTON - President Clinton has announced the administration's formal rec ognition of the government of Angola. The move Is the first major public break in U.S. policy towards Angola established by the Reagan and Bush administrations. Africa advocacy and relig ious groups and Members of Congress have been calling for recognition of the gov ernment since national elec tions were held in Angola last year. Reverend Benja min Chavis Jr., newly ap pointed executive director of the NAACP and long-time supporter of the Angolan people, telegrammed Secre tary of State Warren Christo pher earlier last month re questing Angola's immediate recognition. Resolutions calling for recognition were introduced earlier this year in both the House of Repre sentatives and the Senate. In the face of mounting pressure to establish formal diplomatic relations with Angola, administration offi cials had Indicated earlier that recognition would be granted, but were unable to pinpoint a date. Clinton's de cision marks a clear break with earlier policy which in cluded the covert supply of over $295 million to the South African-backed rebel group UNITA (National Un ion for the Total Indepen dence of Angola), which car ried out a 16-year war against the government of Angola. Following a loss in last year's election, UNITA, led by Jonas Savimbi, resumed its war against the govern ment, provoking a major hu manitarian and military crisis in the country. As a re sult of UNITA's attacks, over 20,000 people have been killed and thousands have been forced to flee UNITA- held areas. The U.S. Depart ment of State has confirmed that at least three million people are at risk of starva tion, is a peace settlement Is not reached Immediately.
