The state’s anonymous test ing programs indicate a decline this decade in the inci dence of AIDS vims infection, presaging a time when the number of AIDS cases them selves will drop, state Health Commissioner Dr. Barbara DeBuono said. The findings have profound implications for the future of New York health care. No longer is AIDS an open-ended epidemic with spiraling num bers of sick people needing treatment. New York will spend $1.4 billion neict year on the fight against AIDS, the Gov. George Pataki adminis tration said. “This is very significant,” DeBuono said at a recent leg islative hearing. “What it tells me is that we must not aban don our commitment to pre vention.” Health Department surveys show that a majority of New Yorkers ape aware of how the HIV vims that causes AIDS is transmitted through shared bodily fluids like blood and semen, she said. New York has tested more than 2.5 million anonymous blood samples for HIV anti bodies since 1987, health offi cials said. These include blood tests on newborns, the subject of con troversy because the state did not inform mothers if their babies tested HIV-positive. The state also selectively tests samples of male prison inmates, homeless youths and people who come to sexually- transmitted disease clinics, methadone maintenance sites and anonymous AIDS testing sites. The percentage of newborns testing positive - indicating that their mothers have the vims - declined from 0.65 per cent in 1990 to 0.52 percent in 1994, the last year for which figures are available. That translates into 479 fewer babies with the virus, the department said. The decline was most strik ing among people who came in voluntarily to be tested anony mously at clinics. Of 19,252 people tested in 1990, there were 1,230 positive. A nearly identical number of people - 19,262 - were tested in 1994, but there were only 304 posi tive. “This decline should eventu ally translate into fewer AIDS cases,” said Frances Tarlton, Health Department spokes woman. Prevention programs funded through the state AIDS Institute have been innovative and often more successful than other states because many are mn by community groups who are in better touch with people than health bureaucrats, said Derek Hodel, public policy director for Gay Men’s Health Crisis, a private advocacy group for people with AIDS. But Hodel warned on Monday that the success should not cause the state’s efforts to slacken off. ‘We always have to fear that people won’t continue to take AIDS seriously and the com mitment is hard to maintain,” he said. “It’s an ongoing prob lem, it doesn’t get better. Even a flattening off of the ratio doesn’t suggest the epidemic still isn’t a massive problem.” Through the end of November, the state had 94,761 AIDS cases throughout the epidemic, and 64,344 of those people had died, Tarlton said. Most recent statistics in New York show the extent to which AIDS has become a disease of drug users. Of the new AIDS cases reported in 1994 in New York, 48 percent were due to the use of injecting dmgs, and 27 percent were because of homosexual contact. Nationally in 1994, 43 per cent of the new AIDS cases were due to homosexual con tact and 27 percent due to injecting drug use.
