ii 7A AFRICA/The Charlotte Post December 5,1996 Rwandan refugees may never return to war-torn homeland By Chris Tomlinson THE ASSOCIATED PRESS GOMA, Zaire - The flow of returning Rwandan refugees slowed to a trickle Monday and reconnaissance planes found one large group of refugees moving away from Rwanda. Thirty miles north of the border town of Goma, the Nyamulagira volcano burned orange and red on the horizon today after erupting Sunday. Lava flows ribboned down in a remote, largely uninhabited area, apparently causing no danger to the refugees. More than 150,000 Rwandan refugees were seen by surveil lance planes near Biriko, 45 miles southwest of Goma, said Ray Wilkinson, spokesman for the U.N. High Commissioner for Refugees. The group was moving northwest along the Lowa River Valley toward Walikale, 90 miles northwest of Goma. It appeared those refugees moving deeper into Zaire were being led by Rwandan Hutu militias “and probably have no intention of returning home,” Wilkinson said. A U.N. team also reached the Zairian town of Numbi, on the west coast of Lake Kivu, but found only small groups of refugees Sunday, none num bering more than 100, Wilkinson said. They seemed to be in poor condition but were moving toward Goma, the crossing point for more than a half-mil lion Rwandans who have returned home the past two weeks after 2 1/2 years in exile. They had fled to Zaire in fear of retribution for a Hutu- led massacre of at least 500,000 minority Tutsis in 1994. The Rwandan Hutu militias, responsible for the massacre, have been fighting the Zairian rebels who seek to oust President Mobutu Sese Seko. On Sunday, Zaire lodged a formal protest with Uganda, sa3ring Ugandan soldiers had helped the Zairian rebels take of Beni, a town 150 miles north of Goma. This enlarged the territory controlled by the rebel Alliance of Democratic Forces for Liberation to a 340- mile strip along Zaire's border with northern Burundi, the whole length of Rwanda, and a third the length of Uganda. The Voice of Zaire radio sta tion said Mobutu had extend ed by 15 days the state of emergency in eastern Kivu region, where the rebellion has been centered. It said the order was signed Nov. 25 by Mobutu, who was recovering in France after cancer treatment in Switzerland. The eruption of 10,022-foot Nyamulagira, which began Sunday morning, caused some fires and haze. The heat pour ing off the volcano created a thunderstorm that hovered over the lava flow. Ash ti Wmm:7 sprayed into the air today and winds blew the haze west ward. Nyamulagira, which was last active in the early 1980s, is one of the eight volcanoes in the Virunga range that runs from Rwanda to Zaire. Only two, Nyamulagira and Nyiragongo, are active. In 1994, when the Hutu refugees were fleeing Rwanda, Nyiragongo became active, causing tremendous amounts of smoke and fumes that cre ated respiratory problems for refugees and residents. The volcanic range is home to about one-third of the remaining mountain gorillas in the world. More Ugandans practice safe sex as AIDS epidemic spreads THE ASSOCIATED PRESS KAMPALA, Uganda - In a country with one of the high est AIDS mortality rates in the world, people are increas ingly abstaining from sex or using condoms, as well as being more faithful to their sexual partners, according to a government report. Citing a recent survey, the Ministry of Health said that two-thirds of people polled in four main urban areas have dramatically changed their sexual behavior during the past five years, the govern ment-owned New Vision daily reported Simday. Also, as many as 95 percent of respondents in the capital, Kampala, believe AIDS can be prevented by behavior change. Health officials estimate that AIDS has killed at least 450,000 Ugandans, and that more than 1.5 million could be infected in a population of 16 million. In an attempt to halt the spread of AIDS several years ago, the government launched a nationwide education cam paign, which includes road side billboards warning against lustful feelings gener ated by alcohol, and urging abstinence, faithfulness to sexual partners and the use of condoms. The campaign seems to have worked, but has resulted in a higher demand for condoms, the government report said, calling for an “intensification of the condom promotion cam paign^.” “A distribution mechanism to meet the increasing demands for condoms needs to be devised and social market ing intensified and extended to rural areas,” the survey said. The report also indicated a high incidence of sexually transmitted diseases, but it said that men sufferers were increasingly turning to gov ernment health units for help. In some districts, “a signifi cant proportion of people” were still approaching tradi tional healers, the report said. adding that health units need ed more drugs to combat sexu ally transmitted diseases.
