Woodard leads review board

Woodard said the hoard’s
makeup will not be without
challenges.
“The board will undertake
many challenges as it casually
changes from its typical make
up of white men and ex-poUce
ofEcers to civilians and minori
ties,” Woodard said.
“The board will increase its
sensitivity to the concerns of the
conununity. The board will be
extremely fair in its dehbera-
tions of employee hearings. The
honesty of this board will be
impeccable.”
The civil service board is
charged with insuring that hir
ing and promotion of police and
fire employees is done solely on
“fitness, competency and merit,”
rather than political, economic
or social influence.
Police and fire personnel can
appeal disciplinary actions,
including dismissals, taken by
supervisors to the board.
