All bidders are notified that the provisions for the North Carolina
Senate Bill 308. including guidelines lor single-prime/multi-prime
contracting options and minority business enterprise participa
tion shall be observed in letting and executing the work,
Bidders are also notified that they must be properly licensed
under state laws governing their respective trades and that
applicable provisions of Chapter 87 of the General Statutes of
the State of North Carolina shall be observed in the receiving of
bids and awarding of contracts for the work.
Bid security in the amount of 5% of the bid amount shall be sub
mitted with each bid. A Performance Bond and separate labor and
material payment bond, each in the amount of 100% of the con-
ftract cost shall be submitted prior to executing the work.
The bidder shall provide with the bid, documented proof in the
form of MAWBE Appendix 2 and Appendix 4 that M/BWE firms is
available at the office of the Charlotte-Mecklenburg Schools M/
WBE Administrator at 3301 Stafford Drive, Charlotte, NC
28208 upon request.
Bidders shall be required to commence work immediately upon
issue of notice to proceed. The work shall be required to be sub
stantially complete, and the owner shall have benelicial occu
pancy of all areas on or before August 15, 1997.
No bids may be withdrawn for a period of 60 days after receipt of
bids. The owner reserves the right to reject any and all bids, to
waive informalities, and to award the contract lo o'ther than the
low bidder should it be deemed to be in his best interest.

PUBLIC HEARING
RATE HEARING TO HEAR COMMENTS ON STORM
WATER RATES IN CHARLOTTE
A City -County public hearing May 20. 1997 will allow Charlotte
properly owners to comment on an increase in storm water fees
to pay for storm drainage repairs to be provided by the City of
Charlotte. Residents are invited to attend the hearing which will
be held at 6:30 p.m. at the Charlotte-Mecklenburg Government
Center (600 E. Fourth Street).
On January 1. 1993, Charlotte began service to improve the
City’s aging storm drainage system. Cily property owners pay a
monthly charge for the services based on the amount of hard
surface area on their property, The City of Charlotte maintains
storm drains on public streets, private property and along
smaller creeks. A year later, in January of 1994, Mecklenburg
County began a similar program which maintains the smaller
drainage system in Ihe County’s unincorporated areas and the
large creeks and floodplains countywide.
In Fiscal Year '97 the Charlotte City Council approved an expan
sion of the City's Storm Water Capital Investment Program lo
meet the level of demand for drainage syslem repairs and
improvements. To continue to fund this expansion, the City is
considering a combination of Bond funding and increases in the
City’s portion of the Storm Water fees. City property owners are
expected to pay an increase of $2.88 per year per single family
home or equivalent residential unit in addition to the Cily Storm
Water fee of $27.96 per year charge currently in effect. This
change would appear on the monthly City Services (water) bill
starting July 1. 1997.
