Fly’s spies say that law makers were looking to carve a “safe” district that former Sen. Fountain Odom could run in as a Democrat and win. Problem is, Graham could also run, and with the dis trict leaning Democratic (52 percent) and nearly half black (48 percent), he’d be tough to beat. • Speakin’ Graham Democrats, Fly hears teU that the Donkey Party is having trouble paying for its headquarters on South Boulevard. Neal, longtime owner of Neal’s Barber Shop on Oaklawn Road is calling it quits after seven decades of close shaves and shampoos. Neal, whose shop has been a gathering spot around these parts for years, has deep roots in Charlotte. He’s a graduate of West Charlotte High School and also played a pivotal role in the 1960s sit-in movement.
