The objective of the above-entitled suit is serve notice of preliminary

It appearing by affidavit filed in tins case that Doris Burton, is the biological
mother, of the infant, Shayanne Ellis, date of birth, 2-9-2006 and she is
possibly a resident of the State of North Carolina, and her last known
address was 2932 Kilboume Drive Charlotte, North Carolina 28205; and
she is possibly a resident of the State of West Virginia, Logan County,
address unknown; Further Leroy Ellis, the biological father, of the infant,
Shayanne Ellis, date of birth, 2-9-2006, is possibly a resident of the State ol
North Carolina, and his last known address was 2932 Kilboume Drive
Charlotte, North Carolina 28205; and is possibly a resident of the State ol
West Virginia, Logan County, address unknown; it is, therefore, ORDERED
that the said Respondents appeal in the Circuit Court of Logan County,
West Virginia, in Room 301 of the Logan County Courthouse, Logan Wesi
Virginia, on the 3rd dav of August. 2(X)6. at 2:00 nm to show cause, if any
they can, as to why the relief requested in Petitioner's Petition should not be
granted upon proper hearing.

Business Enterprise (DBE) Program for FY 2007, for two Divisions
within the Department. The proposed goals are for
USDOT/FAA, and FTA, funded projects In FY 2007. The
proposed gools, by Division, are as follows:

The methodology documents used in developing these goals
