Planning Committee Holds Meeting
The Long-Range Planning
Committee for Chowan College
observed its first anniversary
this week when it met on the
Chowan campus and gave speci
fic attention to matters related
to the future of Chowan College.
Termed as a very important
committee by college officials,
the group is giving attention to
the current and long-range needs
of Chowan College. Foiemost in
the recent meeting was discus
sion related to the need for a
new hbrary facility. The library
has been set as a first priority
for the next major constructon
project on the Chowan campus.
It is anticipated that the li
brary will cost approximately
$500,000 and provide space for
75,000 to 100,000 volumes. The
need for the new library facility
is acu^e, but the new facility is
contingent upon the availability
of funds.
The Chowan Library is pre
sently housed in the first and
second floors of the East Wing
Luilding. Addiiional, temporary
s.)ace was recently provided for
liorary use. but the present
enrollment and use of the library
makes the present facility en-
uirely inadequate. The Planning
Committee noted that the new
library is “a must” if Cho
wan is to continue upgrading its
academic program and meet the
growing demand of the college’s
library use.
Science Addition
The Planning Committee
chaired by the Reverend Oscar
Creech of Ahoskie, also gave
attention to the need for an
addition to Greene Science Hall,
a new Fine Arts building, and
renovation of the historic
Columns Building which was
built in 1851. The committee is
e'fecting an 18-month study of
the college and its plant faci
lities to determine future plant
and building needs as authorized
by the Board of Trustees last
year. The firm of James H.
Godwin and Associates of Ral-
eith has been retained for the
purpose of this study and to
devise a new master plan for
development. The master plan
of 1958 has been outdated by the
phenomenal growth of the col
lege during the past seven years.
Dr. Bruce E. Whitaker. Presi
dent of the College, has pointed
out that consistent work and
study will go into the formula
tion of the master plan throngh
cooperation with the above firm
which is making the study by
using combined ideas and
studies by members of the com
mittee composed of faculty,
staff and members of the Board
of Trustees. The new plan will
include information on plant
needs as they relate to the en
rollment giving locations for fu
ture buildings and the use of
facilities. Landscaping and re
novation is also included and
attention will be given to the
projected leveling-off point of
enrollment.

Leaves OK'd
For Faculties
The Iowa Senate’s recent pas
sage of a bill to allow sabbatical
leaves at the state’s colleges and
universities was hailed by the
IOWA STATE DAILY as “a ma
jor step forward in the attempt to
attract top-flight teachers and re
searchers to Iowa campuses”.
A sabbatical leave program
will allow Iowa State, the Univer
sity of Iowa, and the State Col
lege of Iowa to compete more
effectively in obtaining faculty
members who consider indepen
dent research an important part
of academic life.
Under the Senate bill, the
Board of Regents will have the
right to grant leaves of absence
with pay. While the term “sab
batical” suggests a leave every
seven years, the Regents could
determine the requirements
necessary for such leaves at
Iowa schools. Most institutions
do not grant leaves automatically
at the end of seven years.
Besides attracting new faculty
members, a leave program will
help teachers now on the staff
to keep pace with research in
their fields. This opportunity for
independent study is at least
one way to raise the level of
college teaching, and, hopefully,
to make it more stimulating.
The danger of losing faculty
members to other institutions
while they are on leave has been
minimized in an amendment re
quiring the person on leave to
return to the institution for at
least two years or forfeit the pay
received during the sabbatical.
The bill must still pass the
House, but the last three regular
sessions of the House have ap
proved leave programs only to
have the bills die in Senate com
mittees. Passage of the bill by
the House and approval by the
governor will help Iowa's three
state schools maintain their ed
ucational standing.
