Hereafter attendants in New York insane asylums who strike and abuse patients are to be prosecuted by .the Commission in Lunacy on a charge of assault. Restraint, ojT course, is necessary in some cases, but it can be applied without injury to the patients. There fs a feeling of dread in the minds of thousands over the fear that their friends or re latives under restraint In asylums shall bo subjected to somo form of abuse or deprivation.
