FRIDAY, AUG. 23, 1912. !- RECOMMENDATION OF FINANCE COMMITTEE. The suggestion or recommendation of the Finance Covnnlttee that their duties be transfererd to the Auditor is a good one, provided the county la to continue the office of Auditor and this opens up the question of whether an auditor is a necessity and a benefit to the county. In its present condition the office Is a mere farce, as the Shtles and requirements are only such as have been heretofore attended to by the board. Given the proper powers and du. ties the office could probably be made a valuable one to the county. The Auditor should be made busi be held directly responsible to the Hoard for his acts, in a bond of sufficient amount to guarantee the ; proper conduct of the office. He should not be permitted to engage In other business and should be paid a, salary sufficient to secure his entire time. ?? Under our present system no Indl-, virtual Is directly responsible for the business management of county affairs. therefore, it is left open for speculation and as a rule the county pr.y3 high prices for what It buys. The board passed a resolution several months ago requiring the publication of the monthly statement of t tbe Auditor, but not one has been published. The clerk to the board i has failed to carry out these instruc-. lions, and why. if it was necessary to[ order them published, was it not ne-j ceas&ry to have that order complied i with. Since it has been charged that the articles heretofore published In the News relating to County conditions were published for political purposes and In the interest of one candidate as against thereof another, the News will not publish its reply to the article signed by the Doard of Commissioners until after the primaries are held. That the city block bounded on the South by West Second Street; | on the West by Bridge Street, on the1 North by West Third Street and on I the Eaat by Van Norden Street, same being the block upon which the Wat* er Plant is located, be and the same hereby is created a Sanitary District. ? 2. No privy shall be used in said district that doee not conform to the plans and specifications recommended by the North Carolina State Board of Health in its publication entitled "The North Carolina Sanitary Prlry.** And no privy in aatd district shall be used as a place for the deposit of human excrement until a written permit shall hare been obtained from the Sanitary Inspector, who shall issue no permit for the use of any prlry unless the same shall be found, after an Inspection by him, to b? so constructed as to prevent the access of flies to the excrement deposited therein; and a hall be so constructed as to permit the proper and easy places and removing of receptacles?
