June 26.?This week's developments aptly illustrate the aphorism that it is [hard to discern the truth in the clamor raised by partisans. Eyes and ears of politicians and the I office-holders, whose jobs depend I on the turn of cards at the elections, are instinctively directed to | Europe and the doings at Philj adelphia. The heavy hands oi Mars, the god of war, is felt in the councils of the majority [and minority parties. It is genj erally accepted that foreign policies rather than domestic issues will cast a dominant spell over I the electioneering. The universal training controversy has now assumed definite proportions because it goes close to the hearts of all citizens and represents a sharp departure from traditional concepts of a peaceful nation. The matter has been dumped squarely in the lap of Congress, which dees not relish the prospects of defining a posi! tion at this time. The legislators [ would prefer to give the subject j a rain-check until the elections Their theory is that they should have time to determine whethei this plan is really supported by public opinion or just the fanfare of ardent military preparedness groups. The sudden switches of public opinion have the lawmakers baffled. The boys whose official jobs hinge upon the upsweeps of public favor say that the ordinary guide posts of an election season are j no longer dependable. Until a j few weeks ago any proposal tc [ impose heavy tax burdens on the J American peaple at this critical time of making political selec1 tions was considered certain haraI kiri. The alarm over the defense (matter revealed that the voters j were not resisting special taxes, | but were welcoming them as an essential contribution to preparedI ness. Hcwevfr, it is pointed out [ by the experienced politicians that is it one thing to ask the ' folks to foot the bill for arming the country and another to suggest compulsory training, especially of the youngsters.
