It may be assumed that all road work now being contemplated in North Carolina will be executed by convict labor, and it is sate to base estimates of cost upon this premise. The greatest tconcniy has been found in convict gangs of about fifty, say from forty to sixty. Certain lixed expenses are incidental to each gang and where the number is small cost per head increases. But with the economical number of fifty men cost in North Carolina far feed'ng and guarding ranges from iae. to 00c. per day per man. Thid cost will vary under exceptional condi tions, running as low as lac. and as high as 40c- With labor costing from Uoc. to 30c. per day, road work may be estimated to cost as follows. Grading. This item may vary within wide limits, depending upon the character of the country, the care with which locations shall have been m -.de and the gradients' ulopted. But a safe estimate is that it will rarely be less than $500 per mile in the eastern counties and rarely more than ij'CoOO per mile in the middle counties. When the hill countiy of thejwestern counties shall be reached, grading may cost anything you please. In the smooth, loamy sections of the eastern counties grading may run as low as $200 per mile, but it will not te safe to make estimate upon thit-jbasis. About f 1,500 per mile is a reasona ble estimate for grading a thirty-foot road in the counties with the best appliances available. These figures will also include sand-clay surfacing, if material be conveniently near. Crushed Monr. This item likewise varies widely with proximity and character of stone. In some sections of the State field stone are used, gatnered from the road side and open fields. I bought these deli veied tothecrusher with a mile haul for 50 cent per cubic, yard. If stone is to be ijuarned it will cost under best conditions about 30c per yard, of which 10c. Iwi!l be foi convict labor and 20c. for supplies. It will cost higher if the quarry be peor face.or require stripping. Pro bably 40c per cubic yard, measured loose, is a safe figure as quarries run, with some chance of reducing to 25c. or 30c. Stone moved out of the quarry and run'.through the mill will cost 10c. and by the time it shall be moved and spiead on the road 50c. wiR be a cheap figure, even with convict labor. One mile of road having stone spread ten feet wide will require 1,250 cubic yards approximately measured loose, costing at 50o., $(i25 per mile for stone surfacing exclusive of roliiug. o that stone may be expected to cost not less than $500 per mile under the most favorable conditions and sixnild not exceed $1,000 per miie under any ordinary conditions. These figures varying with proximity of material, character of quarry and number of convicts worked in gang . Considering the two items f grading and surfacing together, we find that a road graded 30 feet wide and metalled 10 feet wide and ti inches deep may cost as little as $1, 000 er mile of Cnishtd road if the work shall have been executed under the most favorable conditions, but run as high as $3,500 uuder un favorable conditions. These figures opplyirg to the middle and eastern counties. Summary of foregoing discussion Do not lay out more road work than can be well built with mouev available. For heavy country trade use crushed stoue. For light country traffic clay-sand will eive satisfactory results. Get thoroughly organized for the work. Three rules must be obsirved: 1. Best location possible. 2. Thorough drainage. 3. Surface with best material available, applied in workmanlike manner. If these precept shall be followed the results will be good: it disregard ed there will sooner or later be dis appointment.
