By an act of the last General Assembly it becomes the duty of the Governor to appoint a committee of not less than live, nor more than ten, to pass upon the relative merits of the school books to be adopted for use in the public schools oi the State for the next live years, lhis is one of the most important laws enacted by the General Assem bly at its last session. 1 tie cause of popular education was never so much in the public mind in Norjh Carolina as it is to-day. This wave of public sentiment in favor ot education has been put motion bj the Democratic party and will re sult in putting our dear o,d State high up in the scale of popular educational impiove ments, rather than in the un enviable position she so long has occupied, She is no longet the llip Van Winkle in intel lectual improvements but is girding her loins for the light against ignorance that thrills every patriotic heart with pride and satisfaction. We will have available for school purposes for the next two years the magnifi cent sum of one million dollars or thereabout. With this sum in hand, a four months school in each year is made a reality. Who is'not proud that he voted for the Constitutional Amend ment anil the whole Democratic ticket, when we see the prom ises of the party so faithfully carried out? Now the next question is the character and price of the school books to be used. For some time past our school children have been in the clutch of a School Book Trust that has put in the hand of the youth of the books that cannot bear the scrutiny of a critical and patriotic exami nation and sold at a price that has been oppressive and out rageous. Some writer of integrity said, "let one write the nursery songs of a people, and I care not who makes their laws. ' We say that those who write the school books of a people, give direction and tend to the public senti ment- of that generation. Parents should see to it that their children shall not read or study any book written by the hand of an alien or foreigner, whose views are at variance with the convictions of the peo ple of the South, as they are written by authors who have no sympathy with the South in its past or present —in its convic tions and principles. Let the school book commit tee appointed bv our Governor select books wiitten by southern authors, who will make the youth of North Carolina proud of the achievements of the past as well as hopeful of tne future. Under the same conditions the annual license tax is to be one-half of amount stated above. In the amount invested as above is f of assets, then the tax on gross receipts shall be + per cent. Under same condition the license tax is to be i of amount stated above. No tax charged on capital stock to companies pay ing these fees, nor any addi tional taxation from counties or corporations. Dealers in Pistols, Etc.— Dea cis in pistols, bowie knives, dirk--, daggers, sling shots, loaded cane, or brass, iron or inetalic knucks, an annual tax of $lO. l'ianos and Organs.—Every person, company or manufac turer of pianos or organs, on each brand, per year, $lO. No other tax allowed by any coun ty, city or town. Cigarette Dealers and Manu facturers of Cigarettes.—On manufacturers, annual output less than 250 million, $250; between 250 million and 500 million, $500; over SCO million, $l,OOO. No oilier tax except Ad Valorem allowed to county, city or town. Retail dealers in cigarettes, per year, $5. No county, city or town shall levy any tax under this section. Public Ferries, Bridges, Etc. —On gross receipts, 1 per cent. Purchase Tax on Liquor Deal. rs. — In addition to Ad Valorem and license tax, anoth er license tax on all liquor purchased for cash or on credit, 2 per cent. Emigrant Agents.—All per sons hiring labor to go out of the State, annual tax, $25. Lite-rant Oculist and Opti cian.—For each county in which I);' may-practice, per year, $25. Trading Stamps.—To all per sons furnishing or issuing to mer c h ants or manu facturero trading stamps or other devices to be redeemea, each county, per year, $5O. SCHEDULE C Privilege Tax on Railroad.— On gross earnings per mile of $l,OOO or less, per mile, per year, $2 ; between one and two thousand dollars, $3; between two and three thousand dollars, $4 : above $3,000, $5, Express Companies, Tele graph Companies, Etc.—Ex press, Telegraph and Telephone Companies, on gross receipts, within the State, per year, 2 per cent if \of entire assets is invested in North Carolina se curities or property, taxable herein 1 j per cent; if 4 of total assets are invested in North Carolina, 1 per cent; if £ of total assets are in North Caroli na, 4 per cent. Corporation Tax.— On all corporations, organized under the laws of North Carolina, or doing business here, except railroads, banks, building and loan companies and telephone companies, an annual franchise tax as follows: Capital stock of $25,000 or less, $5 ; between 25 and 50 thousand dollars, $lO ; between 50 and 100 thousand dollars, $25; between 100 and j 250 thousand dollars, $100; between 50,000 and 1,000,000, $200; ovCr 1,000,000 dollars, $5OO. It' capital stock of any land company or corporation shall not amount in actual value to ten thousand dollars, no more than $25. Those pay ments do not exempt from payment of license taxes of Schedule B. Marriage License. —On each license to marry, $l. Tax on Ottioors' Seal. —For atlixing seal of State, Treasury Department, or any other pub lie otiices. O»ot including clerks of courts, other county otlicers anil notary publics) the party applyiug shall pay the follow ing tax : For great seal of State, $1; for State Department seal, 50c; for State Treasurer seal, 50c. Licenses Countersigned -Reg ister of Deeds to be paid for all licenses recorded by him, 25c. Carrying Out Pledges. One hundred thousand of this amount is to go into the. regular fund and the balance is to be used to bring up the weak districts all over the State to a four" months term. This will give every white boy a chance to learn to read and write by 1908 so that if any white man is disfranchised by the Constitu tional Amendment after that date it will be his own fault and not the fault of the Democratic party. The legislature has also passed the act making a perma nent roll of voters of the State so that every white man of the State, whether he can read and write or not, can be registered before 1908 and forever after wards be a voter unless he dis qualilies himself by committing some crime that will disqualify him. By these two acts the Democratic party is living up to their pledges aud dealing honestlv with the illiterate whites of the State and thereby giving the lie to the compaign speeches of the fusionists last year. No white man will ever be disfranchised in North Caro lina because he cannot read and write but thousands of the illit erate irresponsible negroes will be and by reason of this govern ment of the State will forever be in the hands of the white people.
