primary today for candidates (or com
missioners in the commission to he
Inaugurated May 1st resulted In a
weeping victory for Mayor James I.
Johnson, who received 991 votes for
Mayor more than all three opponents
combined. They were Franklin Mc
Neill, 812; wT'J. Batchelor, 66, and
Fred Forsyth 41. It is likely that
McNeill will withdraw from the May
election, leaving Johnson without op
position, f Under the law the two high
est In the primary are the candidates

For Commissioner of Public Safety,
0. 0. King, present police commission
er, led with 638 votes; Wllllard L.
Dowell, second with 592; R. T. Gowan,
219; J. F. Ferrell, 222; George B.

and Dowell go into the general election
with indications that Dowell will con
trol most of the votes cast in the pri
mary for the weaker candidates. For
.Commissioner of Public Works, Jno
T. Jones, now city tax collector, and
Richard B. SeaWell, led with 619; New
city surveyor, J. R. BiBsett 479; Ed
Hugh Lee, 251; T. W. Fanner 89. For
police Justice, W. C. Harris defeated
his only opponent, Alexander Stro
nach, the vote being 1,273 to 332.
Carnival at Columbia.
Columbia, S. C, April 21. Headed
by a mounted squad of police and
Mayor Bibbes, the Elks opened their
week of carnival with a mammoth
parade on Main street this afternoon.
A great crowd lined both sides of
the street through which the parade
passed, and in a speech, Mayor GIbbes
turned the keys of the city over to
the Elks. The carnival will last
through the week. '
After Railroads.
Washington, April 21 Every 'rail
road line in the country was a de
fendant in the hearing today before
the Interstate Commerce Commission
in a proceeding instituted by the Na
tional Baggage Committee attacking
as illegal and unjust the excess bag
gage rate's exacted by the carriers. To
an extent, likewise, every traveler,
who carries baggage in excess of 150
pounds is a party in interest.
Four years aeo the railroads in
creased their charge for excess weight
of baggage from 12 1-2 per cent, of
the first class passenger fare to 16 1-2
per cent. Commercial travelers par
ticularly contended that the rate was
unwarranted and unreasonable. Tes
timony was introduced today to show
that commercial travelers in England
were permitted to carry 336 pounds
of baggage on a first class ticket and
in Canada 300 pounds.
The complainant committee urged
the commission to restore the former
rate of 12 1-2 per cent, of first class
fare on excess baggage, with a mini
mum of 25 cents.
Pittsburgh Wrestles With School
Strike.
Pittsburgh, April 22. The strike of
school children against S. L. Heeter
as superintendent of the city's public
school system spread rapidly today
and resulted in one death. A little
girl was run down by a street car and
killed during one of the demonstra
tions. Beginning yesterday, when hun
dreds of children remained away from
school as a protest against Heeter,
who last Friday was acquitted by a
jury of two serious charges prefer
red by a female domestic employed
at his home, the Btrike gained great
proportions today. In all parts of the
city thousands of school children pa
raded the streets, tying up traffic at
a number of busy points. Police re
serves were called out to maintain
order.
Late in the afternoon, when the dem
onstrations of the children had cea3
ed, the Pittsburgh board 4of educa
tion held a meeting, at which a com
mittee of seven prominent men was
asked to investigate the various al
leged charges of immorality against
"Superintendent Heeter.
Banners of all' descriptions, some of
them inflammatory, are in evidence all
over the city. At a number of points
during the day Heeter was hanged
and burned in effigy.
Danger Almost Remote.
Memphis, Tenn., April 22. With
the river either falling or stationary
at all points above Greenville, Miss.,
tonight, danger of additional breaks
In the embankments north of that city
Is now considered remote. At Mem
phis the river fell two-tenths of a foot
today. Greenville reported a. fall of
one-tenth. xAt Helena and along the
White river front the river is practl
cally stationary.

Country, but while I believe in a reduc
tion, I do not favor in such a destruc
tive tariff bill as the one now before
Congress. ' As a cotton manufacturer I
believe this bill would seriously crip
ple a majority of textile manufactur
ers in the Unlted'States and put many
of them out of business, and this is a
business in which there is no trust
or combination, no huge profits, as
scarcely 6 per cent, interest on mon
ey , invested has been eflrned for the
stockholders for the past. four years
on the average.
"When this industry is seriously in
jured as a competitor for the cotton
crop of the South and the farmer is
left largely at the mercy of the for
eign buyer, he will certainly suffer.
But with me thjs is not entirely a
selfish proposition. The proposed bill
seems to me a confiscation (after a
period given them to prepare for
death) for the beet and cane sugar
growers, and I do not believe .It is
right to treat any body of good Amer
ican citizens, who have helped to de
velop our country, as these men have,
in such a cruel manner.
"I have been a Democrat all my
life. I -have swallowed a good many
bitter pills for the sake of party reg
ularity and could stand pretty severe
doses yet rather than sever myself
from a party I have loved so well,
but when they set out to commit
suicide and put poison to my Hps and
say drink or get out, I get out and
become a political orphan. You may
call it prejudice if you will, but great
numbers of us remembering the years
following the Civil War cannot go to
the Republican party. - The word 'pro
gressive' is overworked, and in the
minds of conservative men not oppos
ed to real progress, it takes in as
many radical thinkers as are today
among the Democrats.
T believe if the proposed bill is
passed the Democratic party will split
wide open, and a 'conservative' party
should .be organized that conservative
men of all parties could support.
"There ls.no logical division of par
ties today.
''Sectional divisions are not for the
best interests of our Southland. We
can have better State governments by
having two strong parties in all our
Southern States."
Mr. Tolar has also written an ar
ticle for the Baltimore Sun on the
same lines, and the Christian Science
Monitor of Boston has an editorial
in Its issue of April 18, in regard to
Mr. Tolar's position on the tariff.

Under and by virtue of the power
of sale contained in a certain mort
gage deed executed by J. W. Hodges
and wife, Kate Hodges, and duly re-
corded in Book Z, No. 7, page 123, in
the office of the Register of Deeds for
Cumberland county, which mortgage
deed has been duly transferred and
assigned to me, as will appear by re
ference to aid records of Cumberland
county, I will, on Monday, the 5th day
of May, 1913, at 12 o'clock M, at the
Court House dqor in Cumberland
county, expose to sale to the highest
bidder for cash, the following tracts
or parcels of land in Rockfish town
ship, Cumberland county, State of
North Carolina, bounded and describ
ed as follows, to-wit:
1st tract: Beginning at a stake, the
corner of Hope Mills Company land
and a corner of G. Tyson, in the eas
ern margin of a 100 acre survey, runs
thence with it N. 10 E. 4.05 chains to
a stake, John Fry's corner; thence S.
80 E. 3.95 tnains to a stake in the
Hope Mills Company line; thence with
it S. 50 W. 4 chains to the beginning,
with the house.
2nd tract: Beginning at a stake,
his own and H. C. Worrell's corner;
runs thence N. 43 1-4 East 4 chains
and 60 links to a stake, his own and
Frank Gales' corner; thence S. 79 1-4
E. 3 and 8 links to a stake; thence S
43 1-4 4 chains and 56 links, to a stake
H. C. Worrell's corner; thence as his
line N. 80 W. 3 chains and 25 links to
the beginning.
