RALEIGH, Sept. 5 The North
Carolina farmer is deeply concerned

This was the significant statement
made by W. Warren Watson of Hyde
County, president of the State farm
ers Convention, in his opening ad
dress to the convention delegates at
State College on Tuesday morning,
August 30.
"It appears to me," said Mr. Wat
son, "that we should give considera
tion to those matters and things vit
ally affecting the State generally for
they will surely affect the agricul
tural interests which represent 52
per cent of the Satte's industry. It
is being generally understood that
the personnel of the incoming Gen
eral Assembly is, by a good major
ity, favorable to the repeal of the
ad valorem tax for the six months
school term. Now that the State has
taken over ther oads and the schols,
then why not the State assume the
debts contracted by the various coun
ties for the building of roads which
are now an integral part of the State
Highway system."
Mr. Watson also advocated the
State assuming the burden of debt
incurred by counties and special
school districts in building State
regulated types of school buildings.
He said farther the State should
take over the various road and bridge
bond issues where the money had
been legally and lawfully expended
for certain roads. As to salary cuts,
he declared this should be done ev
enly and that if the General Assem
bly should create any new offices, the
officer employed should be subject to
such a cut as well as the lowliest em
ployee. The further consolidation and
centralization of all bureaus, commis
sions and offices should be effected
in the various counties and the state
government, in an effort to save tax
money in this emergency, he said.
