C., July 9.— The 40,000 odd rural free delivery cjarriers in the United States are to receive salary increases as a result of an order issued today by Postmaster General Hitch cock. The order provides for the disbursement during the cur rent fiscal year of . $4,000,000 which will mean an increase of $100 over the present salary of $900 for all carriers on standard routes, with proportionate in creases In shorter routes. Congress provided last session for the expenditure of this exiiu $4,000,000 but left it to the dis cretion of the Postmaster Gen eral as to how much of it should be expended.. Mr. Hitchcock de nied today to authorize the ex penditure of the full amount. . His desire to compensate the carriere for any additional bur den which may be placed on them if the parcel posts system he recommended for rural routes is approved by Congress, was the important consideration, Mr. Hitchcock declared today, which led him to make the authoriza tion. The rural delivery system was started fifteen years ago with 83 carriers, who were paid only $200 a year. On July 1 there were 41,562 carrier, their aggregate salaries being $35,793,0(K). Two men jniarding convicts at work on the Elkin & Alleghany Railroad, fcur miles north of Elkin, w^as by lightmtig, oue, Mr. C. R. Me Grady, being killed instantly, and Mr. Waiter Siramons was serious ly injur^l;^ Mr. MiGrady's home is at Lau * rel Sprid^, Alleghany county. He has ^?ife and two children. Mr. Simjaons lives at Roaring Gap. -W Mr. C. A. Lewis, who was in charge of a squad of twenty-five convicts, ,hurried to Elkin, riding a mule, the telephone service be ing out of order as a result of the stonn, to get a physician. The convicts told him to do this and they promised him that not any of them would leave. When he r^stumed with Dr. Ring, he found tliat every convict had kept his word. This is remarkable, es- p5cially in view of the fact that scsveral of these men ^ere in prison for long terms. It must be stated that the action of Mr. Lewis was necessary as the two men struck were the on ly guards with the squad. Mr. Oscar Curtis suffered the loss of his right hand, at his home on South Main street Mon day afternoon in a rather peculi- or explosion of dynamite caps. Mr. Curtis found a handful of caps in his bam, where it is sup posed they had been left by well diggers, who had been dynamit ing in the yard recently. He took them to his home and show ed them to members of his family and was at a loss to know what disposition to make of them.
