It isn’t nt all necessary—though, unfor tunately. it has ^become custom- arv-'for the President to extend ond distend his usual imess^ige with abstracts oif the reports of his constitutional advisers, .the heads of the executive depart- jnents. The honorable senators and the representativss can very vvell read the »r*eports for them selves,: indeed, that’s part of the Avork for which the country pays them. JTfiay add that .in this era of newspapers, telegraphs, etc.. they go t© Washington in December much more fully in formed as to the “state of .the Union’ " than the members of (the eai'iv Congresses did. For mak- incf them sit up and take notice oAnv specific policy or project q( legislation the President may have specially at heart, there'-s nothing iike the well*written special message,; it hits the nail on the head and drives it home. The annual messages have been growling more and more volum inous for a long time now, and they hove not gained in influence and etfectiveness by their in crease in bulk. A return toward the conciseness of the early presidents-or of Abraham Lin- coln-wQuld be a very welcome minor reform in this age of re- form. IMESSMIUERMil!
