Chapel Hill Items. Dr. Charles L. Raper, hard of the department of economics at the University of North Carolina and author of sevei-al books in the field of finance, in discussing the present method of taxation and the deficit in the treasury, of North Carolina, says the general property tax, which is the big source of revenue in this state, must either be abandoned or be administered with the utmost ability and justice. Looking to this end of equitable assessement of taxes in this State. Pr. Raper avocates the creation of the office of a state tax commissoner, citing the example of West Virginia, one of the most successful eastern States in the matter of taxation, where such an office is a factor, in the taxation machinery. Further the econonice professor urges the making of the county as the unit instead of the present unit, the township. Official announcemeat has been made to the effect that *‘The John Calvin McNair Lectures'' for the year 1^>13 will be delivered by Professor Francis Greenwood Pea body professor of Christian morals of Harvard University. The dates for the series of three lectures are January 24, 25, and 26. The sub- jectsannounced are, the following: “The Practically of the Christian Life”; '‘The Christian Life and the modern Home'', and “The Christian Life and Modern Busi ness,” The McNair lectures were made possible by the will of Jnhn Calvin McNair, of the class of 1849 and who expressed in his will as the objects of these lec tures that they ‘ ‘shall be to show the mutual bearing of science and religion upon each other and to serve the existence . of at tributes (as far may be) of God and nature.” Herman Harrell Horne, of the class of 1895 of the University, now professor of the History of Education and the History of Philosophy at New York Univer sity, has recently contributed to the field of Philosophy a piece of literature eni-itled the “Free Will and Human Responsibility.” Dr. Home is one of the able sons of North Carolina that is doing well in educational and philosophical circles in the North. Professor A. S. Wheeler, of the department of chemistry in the University, is the inventor of an improved thermometer for the use of chemists and scienc- tists. Tulsa, Okla., Jan. 7.—The Arkansas River fro7.en solid, Tulsa's water supply - was cut today and to night the municlp electric and power plant v'as forced to close down after all the available artificial ice had melted to supply the boilers with water. The supply of ice on hand, about 1000 cakes, was consumed during the day and early evening. The Arkansas river avtrages a depth of three feet and is the city's only water supply. It is frozen to its bed for the first time jn 20 years. The lowest temperature today was five degrees above zero. Many cattle are'reported to have frozen to death in the Osage pasture lands. Every man has an inalienable right to work—but some do not insist on exercising all their pre rogatives. Fire At Raleigh. Raleigh, > Jan. 12.—It required several hours of hard work on the part of the firemen to extin guish a fire which broke out in the basement of the Giersh's Hotel at 6 o'clock, where 30 tons of coal were stored.
