The post master general issued a statement explaining the pur pose of the new executive order, declaring that President Taft’s actioh in putting fourth class postmasters'in the classified sei- vice was not sufficient, and that the mere placing of ‘‘great hordes of persons’’ in the classi fied service was not in conformi ty with the spirit of the civil ser vice, there were no tests to de- terrhihe the merits of applicants. The new order specificaUy re quires a competitive examination and selection by' postoffice in spectors fi'om among the first three eligible applicants. The order places the age limit for appointees at 65 years.
