C., July 18.— Gov ernor Craig will leave tomorrow morning for Asheville N. C. for a short stay. The constitutional amendment commission having completed its labors, Governor Craig desided to issue a call for the special session of the legisla ture. The call of course, takes the form of a proclamation by the Governor and requests legis lators to reassemble on Septem ber 24. It is noteworthy that the first purpose designated by the governor in calling the legis lature into extra session relates to the subject of freight rates. The proclamation follows: By and with the advice *^of the Council of State, I, Locke Craig, Governor of the State of North Carolina, in the exercise of the power conferred upon me by the Constitution and in occordance with the resolution passed by the General Assembly and ratifi ed on the 6th day of February, 1913, do issue this my proclama tion on this extraodinary occa sion, convening, the General As sembly in Extra Session. I do, therefore, notify and request the |« Senators and the Members of the House of Representatives of the General Assembjy of North Carolina to meet in their respec tive halls, in the Capitol in the City of Raleigh, on the 24th day of September, 1913, at 11 o’clock A. M. for the following specified purposes: 1. To provide for the people of North Carolina just transpota- I tion rates and to adjust the rela- i tions and obligations between the State of North Carolina and the railroads operating within the territory of this State. 2. To receive the report of the Constitutional Commission and to consider the submission to the people of amendments to the Constitution In Witness Whereof, I, Locke, Governor and Communder-in- Chief, have hereunto set my hand, and caused the Great Seal of the State to be affixed. ^ .
