Washington, Sept. 5.—OiBcial
Washington received news of the tor
pedoing of the Allan liner Hesperian
by s Gernmn submarine ■with ancon-
cea!ed aurprisse, though there was
none of the pave anxiety that fol
lowed the sinking of the Arabic.
While comment was withheld st
both the White House and the State
Department pending detailed reports,
it was learned that high officials re-
igarded it as almost inconceivable
that, sfter the assurance given by the
ijernians last week, a German subma
rine commander had without warning
launched a torpedo at a peaceful pas
senger vessel.
Eight Uvea Loa(,
President Wilson and Secretary
Lansing first heard of the incident
tely. totay .tbrough Assoeiat^ Press
‘*ip«e*ee. Later cabled refiorts from
Ambassador Page at London and Con-
sun Froat at Queenstown andouncod
tiie torpedoing of the Hesperian with
B loss of abodt eight lives, none of
them Americans.
The. .reports as oiade pufaite iy the
State Slepartinent uade no mention
of whether the vessel was warned or
attempted to escitpe, but other ad
vices indicated that while the British
adminlty believed, there had been no
wariung, it would hot announce it as
a fact. .
Carried 4.7 Gun,
Some significance was attached to
Consul Frost’s statement that the
Hesperian carried mounted and vis
ible on her stern a 4.7 rifle. While
international law i>ermits merchant
men to have gans for defensive pur
poses, particnlarly when they are of
small calibre, and moonted after it was
pointed out that if the Allan liner
acted at all suspiciously after being
approached the presence of this gun
probably would figure prominently in
the submarine commander’s explana
tion of the torpedoing. *
The President went for a long au
tomobile ride this afternoon after
reading the press dispatches. Tonight
Ve studied the brief official reports,
iremaining in nis study all evening
and seeing no callers. Both he and
Secretary Lansing took the position
that there could be no comment un
til all details were known.
